Swimming Pool Permit Submittal Guide for Single and Multi Family Homes
This guide outlines the requirements from The Borough of Hollidaysburg, PA for obtaining a permit to install a swimming pool.
Definition of a Swimming Pool
A "swimming pool" is defined as any structure intended for swimming or recreational bathing that contains water over 24 inches deep. This includes:
- In-ground, above ground, on ground, temporary, and inflatable pools.
- Hot tubs and spas.
Permit Application Procedure
The process involves four main steps:
1. Compliance with Zoning Regulations
- Setback Regulations: The Borough has specific setback rules for pool placement found in Section 505 of the Zoning Ordinance.
- Plot Plan: Applicants must submit a drawing of the lot showing:
- Dimensions and existing structures (sheds, garages).
- Location of the proposed pool/spa and its distance from property lines.
- Location of overhead electric/communication cables.
- Street address.
- Requirements: The plan must be accurate, clear, and legible. It does not need to be drawn by a certified architect or engineer, but may require a surveyor for property lines.
2. Compliance with the Pennsylvania Uniform Construction Code
- Submission: Three (3) sets of construction plans, drawings, or blueprints must be submitted with the application. One copy of the manufacturer's instructions is also required.
- Plan Details: Plans must be drawn clearly and accurately to scale (sketches/doodles are not accepted). They must show:
- Pool dimensions, wall height/slopes, floor slopes.
- Cleaning devices, walkways, steps/ladders, diving boards.
- Water supply, treatment, and drainage systems.
- Required barriers, fencing, and gate latching plans.
- Structural framing (footings, beams, posts, joists, guardrails).
- Electric plans including wire clearances, grounding, receptacles, and GFCI protection.
- Accessory buildings (e.g., for plumbing/heaters).
3. Payment of Permit Fees
- Plan Review: Free for residential pools.
- Zoning Permit Fee: $25.00 for all swimming pools.
- Building Permit Fee: Varies based on complexity and size ($100–$200 generally). Above-ground/temporary pools usually have lower fees than in-ground pools.
- Payment Terms: Fees are due at the time of issuance. The Borough accepts only cash or checks made payable to the "Borough of Hollidaysburg." No credit/debit cards are accepted.
4. Required Inspections and Certificate of Occupancy
- Inspections: Upon permit issuance, the applicant receives the Building Code Inspector's contact info. Contact them early to schedule inspections.
- Certificate of Occupancy: A Certificate is required before the pool can be legally used.
- The pool cannot be used until the final inspection is approved and the Certificate is issued by the Borough Building Code Official.
- After final inspection approval, the permit holder must provide the signed inspection report to the Building Code Official to receive the Certificate.
