Hollidaysburg Celebrates America250PA The Borough of Hollidaysburg held a ceremony on Tuesday, June 30th at Canal Basin Park to honor the 250th Anniversary of America. The event featured the lighting of the star on Chimney Rocks with red, white, and blue lights. Blair County Commissioner Amy Webster and Mayor Chad Repko welcomed the crowd, while Terry Wilt, Dick Meadows, and Simon Stephens led the countdown. The Hollidaysburg Community Band provided patriotic music. The 20-foot star, originally installed in 1963 for the Christmas season, will remain lit through July to commemorate America250PA. Residents are encouraged to visit america250pablair. org for more information. Message from the Mayor Mayor Chad A. Repko issued a message focusing on public safety and upcoming projects: Public Safety: With summer officially here, the Mayor urged residents to drive slowly and yield to pedestrians. He noted that HPD welcomed a new officer, Noah Deremer, on June 22nd, with another expected in the coming months. Speeding: The Borough is considering speed bumps and reduced speed limits to combat speeding vehicles. Rails to Trails: This remains a top priority for the Mayor. He reported that talks with the property owner are ongoing and expressed optimism about reaching a deal to move the project forward. February 2025 Newsletter Summary Winter Weather & Safety Reminders Sledding Closures: Spruce Street (between Bella and Bell) and "Double Dips" are closed for sledding only during significant snowfall. Hours are strictly 8:00 am to 10:00 pm. Snow Emergency Procedures: The Mayor will declare a snow emergency starting at 8:00 am or 8:00 pm. Parking Rules: Odd/even parking is enforced only during these emergencies. If the emergency starts at 8:00 pm, park on the EVEN side; if it starts at 8:00 am, move cars to the ODD side. Goal: Borough streets must be cleared of snow within 36 hours. Enforcement: Vehicles violating parking rules will be towed at the owner's expense. Sidewalks: Property owners must clear snow within 24 hours of the end of a snow event. Pet Owners: It is unlawful to allow pets to defecate on Borough property. Comprehensive Plan 2035 Borough Staff and Blair Planning are finalizing the "Hollidaysburg 2035 Past, Present, Future: Planning a Legacy for Generations to Come. " Residents are encouraged to watch the Borough website and Facebook page for updates. Sewer Authority Update The Hollidaysburg Sewer Authority (HSA) is addressing Combined Sewer Overflows (CSOs). Issue: CSOs occur when heavy rain or snowmelt overwhelms the system, discharging a mix of sewage and stormwater into waterways. Action: The HSA is constructing sanitary sewer separation projects to remove stormwater from sanitary sewers. Progress: Phase I (2015) and Phase II (2016) are complete. Phase III construction began in 2024 in the Beaver Street area of Gaysport. The Town Crier - November 2025 Newsletter This issue of the Hollidaysburg Borough newsletter covers brush pickup schedules, winter weather procedures, community events, and important government updates. Brush Pickup Continues Schedule: Brush pickup continues weekly on Mondays and Tuesdays through December 1st and 2nd. Requirements: Leaves and brush must be bagged in biodegradable leaf bags and placed curbside by 7 AM on the day of pickup. Twigs: Twigs 3 inches or less in diameter must be bundled and tied (no wire). Schedule by Location: East of Penn Street: Mondays. West of Penn Street, Gaysport, and Holliday Hills: Tuesdays. Winter Weather Procedures Snow Emergency Declaration: The Mayor will declare a snow emergency beginning at either 8:00 AM or 8:00 PM during heavy snowfall. Parking Restrictions: Odd/even parking designations will be enforced ONLY during the declared emergency times. 8:00 PM Start: Vehicles must park on the EVEN numbered side of the street. 8:00 AM Start: Cars must be moved to the ODD numbered side of the street. Goal: To achieve bare pavement on all Borough streets within 36 hours after a snowfall ends. Announcements: Emergencies will be announced on local media, the website (www. hollidaysburgpa. org), and the Borough Facebook page. Enforcement: Vehicles violating parking regulations during a snow emergency WILL BE TOWED AT OWNER’S EXPENSE. Sidewalks: Property and business owners must clear all sidewalks of snow within 24 hours of the end of a snow event. Codes Corner PA UCC Changes: The Department of Labor and Industry has submitted a regulatory package to adopt 2021 changes into the PA Uniform Construction Code (UCC). Effective Date: January 1, 2026. Transition Rules: Builders using the current 2018 PA UCC must have a design/construction contract signed before January 1, 2026, and apply for the building permit by June 30, 2026. Any design/construction contracts signed on or after January 1, 2026, or permit applications submitted on or after July 1, 2026, must comply with the 2021 PA UCC. Sign Regulations Permits are required for certain signage during elections, school events, and other fall/winter events. Signs are not allowed within the public right-of-way (area between curb and sidewalk). Contact the Borough office for inquiries about necessary permits and guidelines. Hollidaysburg Borough Newsletter Summary (February 2023) This newsletter provides updates on local programs, winter procedures, and community events for residents of Hollidaysburg Borough. Sidewalk Grants The Borough Council has authorized a grant program to help residents and property owners with sidewalk costs. Benefit: Reimburses 25% of the cost for replacing or installing a pedestrian sidewalk along a public street. Process: Applications are reviewed in the order received and remain open until funds are exhausted or the Council closes the program. How to Apply: Applications are available at the Borough Building (401 Blair Street) during regular office hours. Winter Weather Procedures The Mayor will declare a snow emergency in the event of heavy snowfall, starting at either 8:00 am or 8:00 pm. Frozen Water Pipes Residents are advised to wrap water lines in unheated spaces with insulation or heat tape during cold spells. Ensure windows are closed and openings sealed. Sledding Reminders Spruce Street: Closed between Bella and Bell Streets during significant snowfall. "Double Dips": Closed for sledding between 8:00 am and 10:00 pm only during heavy snowfall. Note: Streets are not closed every day in winter; only during heavy snow events. Arts Council News Meeting: February 13th at 1:00 pm. Meetings are generally held on the 3rd Monday of each month. Events: "Music in the Burg" concerts are planned for the upcoming season. Stay Informed: Like the Hollidaysburg Arts Council's Facebook page. Snow & Sidewalks Ordinance Clearance: Residents must shovel the full width of the sidewalk (or 30 inches, whichever is less) within 24 hours after snow/ice stops. Downtown: Snow/ice must be cleared from the building face to the curb. It may be deposited in the street (except in the C2 Community Business District) to maintain parking meter access. Safety: Sand or abrasive may be used if ice is too hard to remove safely. Prohibitions: Do not deposit snow/ice on fire hydrants, roadways, or public transportation areas. RAVE Alert System The Borough uses RAVE to alert residents of water outages or disruptions. How it Works: Residents provide a phone number to the water billing office. Alerts are sent at 5:00 pm the day before an outage. Updates: If you get a new phone number, update your info with the Borough. Contact: Water billing office at (814) 696-0623. Infiltration and Inflow (I/I) The newsletter explains the problem of I/I in the wastewater system. Infiltration: Groundwater entering sewer pipes through cracks or leaks. Inflow: Surface water (rain, snowmelt) entering via illegal connections like sump pumps or downspouts. Impact: I/I increases treatment costs, requires larger facilities, and can cause sewer backups or overflows into waterways. It is estimated that I/I makes up 85% of peak flows during winter/rain events. Daylight Saving Time Residents are reminded to turn clocks ahead one hour on Saturday, March 11th . Spring Brush Pickup Schedule The Borough of Hollidaysburg will begin its annual brush pickup in April. Residents must place items curbside by 7:00 am. Start Date: Monday, April 3, 2023 End Date: Tuesday, May 23, 2023 Accepted Items: Compostable waste including dead leaves, dead plant material, tree/brush trimmings, and branches up to 3" in diameter and 6' in length. Requirements: Brush must be bundled with string or twine (no wire). Rejected Items: Stone, garbage, gravel, dirt, junk, and appliances. Schedule by Location: East side of Penn Street: Every Monday. West side of Penn Street: Every Tuesday. Missed Items: If items are missed or not set out in time, they will be picked up the following week. RAVE Alert System The Borough uses this rapid notification system to alert residents about water outages or disruptions. How it Works: Residents provide a phone number to the water billing office. Alerts are sent via recorded message at 5:00 pm on the day before an outage. Enrollment: Property owners, account holders, and tenants can enroll. Apartment buildings with separate meters per tenant can each enroll one number; buildings with one meter can enroll one number. Updates: Residents must update their phone number if they change it.
