The event featured the lighting of the star on Chimney Rocks with red, white, and blue lights. Blair County Commissioner Amy Webster and Mayor Chad Repko welcomed the crowd, while Terry Wilt, Dick Meadows, and Simon Stephens led the countdown. The Hollidaysburg Community Band provided patriotic music. The 20-foot star, originally installed in 1963 for the Christmas season, will remain lit through July to commemorate America250PA. Residents are encouraged to visit america250pablair. org for more information. Message from the Mayor Mayor Chad A. Repko issued a message focusing on public safety and upcoming projects: Public Safety: With summer officially here, the Mayor urged residents to drive slowly and yield to pedestrians. He noted that HPD welcomed a new officer, Noah Deremer, on June 22nd, with another expected in the coming months. Speeding: The Borough is considering speed bumps and reduced speed limits to combat speeding vehicles. Rails to Trails: This remains a top priority for the Mayor. He reported that talks with the property owner are ongoing and expressed optimism about reaching a deal to move the project forward. This document outlines the water treatment process, sources of supply, and test results for contaminants to ensure residents are informed about the safety and quality of their drinking water. Water System &amp; Treatment Process Source: The HBA system is connected to the Altoona Water Authority (AWA) system. Treated water is purchased from AWA, which draws raw water from the Muleshoe Reservoir (owned by HBA) and the Plane Nine Reservoir (owned by AWA). Treatment: Water is treated at the Plane Nine Filtration Plant. The process includes: Ozone: Used to destroy bacteria and organic materials. Filtration: Sand filters remove sediment and particles. Corrosion Inhibitor: Added to prevent reaction with distribution pipes and home plumbing. Chlorine: Applied for disinfection during transport to customers. Lead Information Health Risks: Elevated lead levels pose serious health risks, particularly to pregnant women and young children. Source: Lead in drinking water primarily comes from service lines and home plumbing materials, which the Authority cannot control. Precautions: Residents are advised to flush pipes for several minutes before use if water has been stagnant. Filters certified by the American National Standards Institute can reduce lead. Inventory: The Authority has prepared a service line inventory available upon request at 814-696-0623. Water Quality Results (2025) The report confirms that the water system met all regulatory standards. Key findings include: Microbiological Contaminants: Total Coliform Bacteria: Detected in 2. 86% of samples (limit is &lt;5%). Turbidity: Well within limits, with highest detected levels of 0. 27 NTU (Mill Run) and 0. 19 NTU (Bellwood). Inorganic Contaminants: Copper: 0. 029 ppm (Limit: 1. 3 ppm). Lead: 0. 73 ppb (Limit: 15 ppb). Nitrate: 0. 433 ppm (Limit: 10 ppm). Disinfection Byproducts: TTHM (Total Trihalomethanes): 49. 35 ppb average (Limit: 80 ppb). Haloacetic Acids: 17. 35 ppb average (Limit: 60 ppb). Volatile Organic Compounds (VOCs): Trace amounts of Carbon Tetrachloride, Ethylbenzene, and Xylenes were detected but remained well below safety limits. Disinfectant Residuals: Chlorine levels were consistently maintained between 0. 41 ppm and 2. 27 ppm across various distribution points. Water Source and Treatment Source: HBA is a consecutive system of the Altoona Water Authority (AWA). It purchases treated water from AWA. Reservoirs: The primary source is a blend of water from the Muleshoe Reservoir (owned by HBA) and the Plane Nine Reservoir (owned by AWA). Both are located on Cresson Mountain in Blair County. Brush Pickup Continues Schedule: Brush pickup continues weekly on Mondays and Tuesdays through December 1st and 2nd. Codes Corner PA UCC Changes: The Department of Labor and Industry has submitted a regulatory package to adopt 2021 changes into the PA Uniform Construction Code (UCC). Effective Date: January 1, 2026. Transition Rules: Builders using the current 2018 PA UCC must have a design/construction contract signed before January 1, 2026, and apply for the building permit by June 30, 2026. Any design/construction contracts signed on or after January 1, 2026, or permit applications submitted on or after July 1, 2026, must comply with the 2021 PA UCC. Sign Regulations Permits are required for certain signage during elections, school events, and other fall/winter events. Frozen Water Pipes Residents are advised to wrap water lines in unheated spaces with insulation or heat tape during cold spells. Ensure windows are closed and openings sealed. Sledding Reminders Spruce Street: Closed between Bella and Bell Streets during significant snowfall. &quot;Double Dips&quot;: Closed for sledding between 8:00 am and 10:00 pm only during heavy snowfall. Note: Streets are not closed every day in winter; only during heavy snow events. Arts Council News Meeting: February 13th at 1:00 pm. Meetings are generally held on the 3rd Monday of each month. Snow &amp; Sidewalks Ordinance Clearance: Residents must shovel the full width of the sidewalk (or 30 inches, whichever is less) within 24 hours after snow/ice stops. Downtown: Snow/ice must be cleared from the building face to the curb. It may be deposited in the street (except in the C2 Community Business District) to maintain parking meter access. Safety: Sand or abrasive may be used if ice is too hard to remove safely. Prohibitions: Do not deposit snow/ice on fire hydrants, roadways, or public transportation areas. RAVE Alert System The Borough uses RAVE to alert residents of water outages or disruptions. How it Works: Residents provide a phone number to the water billing office. Alerts are sent at 5:00 pm the day before an outage. Updates: If you get a new phone number, update your info with the Borough. Contact: Water billing office at (814) 696-0623. Infiltration and Inflow (I/I) The newsletter explains the problem of I/I in the wastewater system. Infiltration: Groundwater entering sewer pipes through cracks or leaks. Inflow: Surface water (rain, snowmelt) entering via illegal connections like sump pumps or downspouts. Impact: I/I increases treatment costs, requires larger facilities, and can cause sewer backups or overflows into waterways. It is estimated that I/I makes up 85% of peak flows during winter/rain events. Daylight Saving Time Residents are reminded to turn clocks ahead one hour on Saturday, March 11th .
