Ordinance Overview

Ordinance No. 916 amends the Hollidaysburg Borough Code of Ordinances (Chapter 15, Part 4) to expand residential permit parking zones. The ordinance was enacted by the Borough Council on June 12, 2025, and became effective immediately upon adoption.

Key Changes to Parking Regulations

The ordinance amends Section 407 (“Special Purpose Parking Zones Established; Parking Otherwise Prohibited”) to rename and expand the existing permit parking area on Wayne Street. The new section title is:
“Establishing an Extension of the Permit Parking Designated Block Face on Wayne, Mulberry and Union Streets.”

Three new sub-sections are added under paragraph (1):

  • (c) 300 block of Wayne Street — east and west side; north of Mulberry Street to Strawberry Alley.
  • (d) 500 block of Mulberry Street — north and south side; between Union Street and Penn Street.
  • (e) 500 block of Union Street — west side; between Cherry Alley and Spruce Street.

These areas are now designated for residential permit parking, helping manage congestion and prioritize resident access.

Legal & Administrative Details

  • Severability Clause: If any part of the ordinance is found unconstitutional or invalid, the rest remains in full force.
  • No Other Amendments: This ordinance does not amend any other parts of Chapter 15 beyond what is specified.
  • Repeal Clause: Any prior ordinances inconsistent with this one are hereby repealed.

Resident Impact

Residents living in the newly designated blocks on Wayne, Mulberry, and Union Streets will need to obtain or renew residential parking permits to park legally in those zones. Non-residents may be restricted from parking there during enforcement hours (as per existing code).

This expansion aims to better regulate parking in high-demand areas and support neighborhood accessibility.
