Chapter 5: Code Enforcement (Part 1) — Uniform Construction Code
This document outlines the Borough of Hollidaysburg’s adoption and administration of the Pennsylvania Construction Code Act and the Uniform Construction Code. It was enacted via Ordinance 799 on June 17, 2004.

§101. Electing to Administer and Enforce the Pennsylvania Construction Code Act
The Borough formally elects to administer and enforce Act 45 of 1999 (35 P.S. §§7210.101–7210.1103), as amended, along with its regulations.§102. Adopting the Uniform Construction Code
The Uniform Construction Code (found in 34 Pa. Code, Chapters 401–405) is adopted as the Municipal Building Code for Hollidaysburg, effective as amended.§103. Administration and Enforcement
The Borough may choose one or more methods to enforce the code, including:- Designating an employee as municipal code official.
- Hiring third-party agencies or officials.
- Entering intermunicipal agreements for joint enforcement.
- Contracting with another municipality.
- Partnering with the PA Department of Labor and Industry for plan review, inspections, and enforcement (excluding one- or two-family dwellings and utility/miscellaneous structures).
§104. Board of Appeals
A Board of Appeals will be established by Council resolution, following state code requirements. If enforcement is shared with other municipalities, the Board will be formed jointly.§105. Prior Enactments
- Existing ordinances that meet or exceed current code standards remain in effect until they fall below minimums.
- Ordinances falling short of current standards are amended to comply.
- Other local ordinances not covered by this code remain valid.
§106. Fees
The Borough may establish fees for code administration and enforcement through resolution, as needed.
