Chapter 1: Administration Overview
This document outlines the administrative structure and regulations for Hollidaysburg Borough, Pennsylvania. It details the roles of elected and appointed officials, various departments, commissions, boards, and authorities established under local law.
Elected Officials
- Compensation: The chapter specifies provisions for the compensation of the Mayor and Council Members.
Appointed Officials
- Borough Manager: The office is created with specific rules regarding appointment, removal, qualifications, bond requirements, compensation, powers, and duties. It also covers the Mayor's related powers and procedures for handling manager disability or absence.
- Independent Auditor: A Certified Public Accountant performs audits, and appointments are governed by specific sections.
- Fire Marshal: The office is created, including the creation of a Deputy Fire Marshal position. Regulations cover appointment, compensation, powers, duties, penalties for interference, and general penalties.

Investment Policy and Reporting
- Reporting Requirements: The Treasurer is responsible for monthly and quarterly reports on the investment portfolio to the Council, including status, activity, location, and type of investments. Semi-annual reports must be submitted to the Investment Committee, detailing strategies, securities, yields, maturities, risk characteristics, and performance comparisons against targets. The Secretary provides meeting minutes to the Council.
- Policy Adoption: The Borough’s investment policy is adopted by Council resolution, reviewed periodically by the Treasurer, and any modifications require Council approval. This section references Resolution 2001-97 dated December 20, 2001.
