Borough Council Meeting Minutes Summary (September 11, 2025)
The Hollidaysburg Borough Council held its regular meeting on Thursday, September 11, 2025, at 7:00 PM in the Council Chambers. President Sean Burke called the meeting to order.
Attendance
- Present: President Sean M. Burke, Vice President Brady Leahey, Councilmembers Jeffrey Ketner, David Jacobs, Clay Gingrich, and William Kitt.
- Also Present: Borough Manager Ethan Imhoff, Solicitor Nathan Karn, Finance Director Stacy Wert, Sgt. Richard Oldham, Director of Community Development Andrew Holodnik, Director of Community Relations and Events Melanie Ramsey, Mayor Chad Repko, Borough Secretary Patricia J. Duron, and Fire Marshal Amy Hazlett.
- Absent: Councilman Walter Kalista, III and Chief Christopher Storm.
Key Decisions & Actions
Minutes Approval
- The minutes from the August 14, 2025 meeting were approved unanimously (6 votes in favor).
Conditional Use Hearing – 310-312 Allegheny Street
- Solicitor Karn conducted a hearing for outdoor dining use at this address.
- Shaun Leydig spoke during public comment.
- Motion to approve conditional use made by Mr. Leahey, seconded by Mr. Kitt — passed unanimously (6 votes).
- Resolution No. 2025-27 will formalize approval.
Manager’s Report (Ethan Imhoff)
- Blair County Commissioners closed the county employees’ parking garage.
- Street opening regulations updated; Council received copies.
- Budget preparation process has begun.
- Ribbon-cutting ceremony for new Public Works Department Admin Building scheduled for October 3rd at 11:00 AM.
- “Welcome to Hollidaysburg” Sign project underway — Eagle Scout seeking funding. Council will consider $1,500 donation at October 9th meeting.
Finance Director Report (Stacy Wert)
- Report included in packet; no additional comments.
Community Development Report (Andrew Holodnik)
- August monthly report presented.
- Vacancies on Historic Preservation Commission and Blight Committee.
- Tree Tender Class announced for Saturday weekend.
Community Relations & Events Report (Melanie Ramsey)
- Thanked supporters of Farmers Market.
- Announced Downtown LIVE! Concert on September 18th and Night Market on September 19th.
Chief of Police Report (Sgt. Oldham)
- August monthly report presented.
Fire Marshal Report (Amy Hazlett)
- Two-month report presented; reminded about Fire Prevention Month.
Mayor’s Report (Chad Repko)
- Thanked everyone for their support.
Public Comment Highlights
- Stan Neal (142 Beaver St): Flooding issues from June 17th rain event.
- Regis Nale (Hollidaysburg Sewer Authority): Construction project in Gaysport.
- Elda Boose (141 Bedford St): Gaysport flooding, storm sewer grates, requested professional opinions on mini ditch.
- Shawn Leydig (407 Bedford St): Anniversary of Sept 11th; noted hiring of new public works employee.

Borough Sidewalks Grant Program
- Grants still available; Borough continues approving reimbursement applications for sidewalks and curb replacements.
Gaysport Stormwater Mitigation
- Borough will submit application to DEP later this month.
East Side Stormwater Update
- Following PennDOT feedback, Borough will submit formal application.
Blight Committee Update (Mr. Kitt)
- Two vacancies remain on the committee.
Comprehensive Plan Committee Update (Mr. Holodnik)
- Status update provided on comprehensive plan development.
CDBG 2025 Application
- Trina Illig discussed application with Council.
- Council approved using net amount of $90,589 (after 18% county admin fee) for Gaysport Stormwater Management Project.
- Motion passed unanimously (6 votes).
Resolution No. 2025-26: LSA Grant
- Approved motion to apply for LSA Grant to purchase two police vehicles.
- Passed unanimously.
Civil Service Commission Letter
- List of eligible police officer candidates exhausted.
- Motion to notify Civil Service Commission to begin recruiting new candidates — passed (6 votes).
Resolution No. 2025-28: Land Development Plans – YMCA
- Motion to approve land development plans for YMCA — passed unanimously (6 votes).
