Call to Order

  • Meeting called to order at 7:00 PM by President Joseph A. Pompa.

Attendance

  • Present: Council members Joseph A. Pompa, Jeffrey Ketner, Brady Leahey, Sean Burke, Michele Baker, James Mielnik.
  • Participated via phone: Councilman Walter Kalista, III and Mayor Dodson.
  • Also present: Borough Manager James Gehret, Sergeant Richard Oldham, Solicitor Nathan Karn, Borough Secretary Patricia J. Duron, Building Code Official Gerald Harbison, Director of Community Relations and Events Melanie Ramsey, Fire Marshal Amy Hazlett.

Pledge of Allegiance

  • Led by President Pompa, followed by a moment of silence.

Approval of Previous Minutes

  • Minutes from February 10, 2022 meeting were presented.
  • Motion to approve made by Mr. Leahey, seconded by Mr. Ketner.
  • Approved unanimously (7–0).

Reports Summary

Manager’s Report & Monthly Financial Report

  • Borough Manager James Gehret reported no additions to agenda binder.
  • Audit work completed; monthly financial reports will resume in April.

Planning and Zoning Report

  • Mr. Harbison had nothing to add.

Community Relations and Events

  • Ms. Ramsey: Applications for Hometown Hero Banners accepted until April 9.
  • Applied for Partners in the Arts grant.

Fire Marshal Report

  • Fire Marshal Amy Hazlett: Reviewing fire safety protocols and drills.

Mayor’s Report

  • Mayor Dodson thanked police department for outstanding performance.

Public Comment

Richard Latker (703 Allegheny Street; Hollidaysburg Watchdog)

  • Discussed PVFD mortgage and relations between department and Borough.
  • Expressed concern over lack of new police chief hire.
  • Mentioned other entities being observed by Watchdog.
  • Announced monthly publication launch.

Regis Nale (210 Jackson Street; Hollidaysburg Watchdog)

  • Spoke about proposed Traffic Code amendment for Holiday Hills area.

Laurah Zeek (315 Hickory Street)

  • Addressed handicapped accessibility issues — curb cuts and parking on streets.

Mark Slonaker (PVFD President)

  • Gave Q1 2022 report for PVFD.

Open Agenda Items

  • Mr. Burke requested Second Amendment Sanctuary Agreement added to April agenda.
  • Mr. Leahey requested continuation of sidewalk discussion and committee formation.

Resolution No. 2022-12: Consent Agenda Approval

  • Approved bill list #3 totaling $180,338. 53 for accounts payable/owing to Borough.
  • Appointed James Gehret as voting delegate to PSAB Conference (May 22–April 5, 2022 at Hershey Lodge).
  • Motion by Mr. Ketner, seconded by Ms. Baker — passed 7–0.

Ordinance No. 903: Traffic Code Amendments

Amends Chapter 15, Part 4, Section 403 of Hollidaysburg Borough Code regarding parking prohibitions.

Key Changes:

  • Added streets where parking is prohibited at all times in certain locations:

    • Edgar Street (Both sides, between Garber St & Lily Ave)
    • Elm Avenue (East side, N. Montgomery St to Cedar Blvd)
    • Hedge Street (West side, Spruce St north for 50’)
    • Holliday Hills Drive (South side, Holliday Hills Circle west to Bose Alley)
    • Jackson Farm Drive (East side, Holliday Hills Circle west to Dead End)
    • Jones Street (West side, Walnut St to Spruce St)
    • Wayne Street (East side, Spruce St to Pine St)
  • Modified existing prohibition:

    • Betts Street (South side): Now includes no parking west of Jackson St to Lowe St.
  • Further modification:

    • Holliday Hills Drive (North side): Between Holliday Hills Circle (East) to. (text cuts off)
  • Vote: Adopted 7–0 after roll call (Burke, Leahey, Kalista, Pompa, Baker, Mielnik, Ketner — all yes).
