Borough Council Meeting Minutes Summary (June 9, 2022)

The Hollidaysburg Borough Council held its regular meeting on Thursday, June 9, 2022, at 7:00 PM in the Council Chambers. President Joseph A. Pompa called the meeting to order.

Attendance

  • Present: Council members Joseph A. Pompa, Jeffrey Ketner, Brady Leahey, Michele Baker, James Mielnik; Mayor Dodson.
  • Also Present: Borough Manager James Gehret, Sergeant Richard Oldham, Solicitor Nathan Karn, Borough Secretary Patricia J. Duron, Building Code Official Gerald Harbison, Director of Community Relations and Events Melanie Ramsey, Fire Marshal Amy Hazlett.
  • Absent: Councilmen Sean Burke and Walter Kalista, III.

Key Discussions & Decisions

Minutes Approval

  • The minutes from the May 12, 2022 meeting were approved unanimously (5–0) on a motion by Mr. Leahey, seconded by Ms. Baker.

Manager’s Report & Financial Update

  • Borough Manager James Gehret reported:
    • Draft duties for the Fire Marshal were provided to Council for review.
    • The Borough will switch phone service from Windstream to Breezeline for the municipal building.
    • Financials are progressing well.

Planning and Zoning Report

  • Building Code Official Gerald Harbison reported:
    • Conditional use hearing scheduled for June 28.
    • Draft comprehensive plan update expected by end of June.
    • Updates given on several dangerous structures in the Borough.

Community Relations and Events

  • Melanie Ramsey announced:
    • “Downtown LIVE! Concert” on Thursday, June 16, from 6–9 PM.
    • “Third in the Burg” event on Friday, June 17, from 5–8 PM.

Fire Marshal Report

  • Fire Marshal Amy Hazlett reported on a brush burning investigation she responded to last month.

Mayor’s Report

  • Mayor Dodson thanked the police department and Melanie Ramsey for their contributions.

Public Comment

  • Brian King (Hollidaysburg Community Watchdog): Reported on group’s monthly meeting.
  • Mark Slonaker (Phoenix Volunteer Fire Department):
    • Reported on department activity.
    • Announced curtailment of out-of-town activities due to high fuel costs.
    • Requested notification of any dangerous structures within the Borough.
  • Carol Dannenberg (Country Club Terrace): Thanked Mayor for support regarding veteran’s suicide prevention event.

Open Agenda Items

  • Sidewalks, Old Canal Inn issues, and street sweeper status to remain on next agenda.
  • Water discharge into Borough streets to be continued next month.

Resolutions Passed

Resolution No. 2022-20: Consent Agenda

Approved unanimously (5–0) on motion by Mr. Ketner, seconded by Ms. Baker:

  1. Bill List No. 6 (June 9, 2022):

    • Authorizes payment of $93,600. 07 in accounts payable and obligations from duly appropriated funds.
  2. Two Certificates of Appropriateness Approved:

    • a. 210½ Allegheny Street – Innovative Extracts, LLC:
      • Business signage: Apply 40” round vinyl decal to storefront window.
      • Structure is contributing within Historic District.
      • Signage complies with zoning regulations.
    • b. 418 Walnut Street – Matthew Kirsch:
      • Remodeling: Replace shingle roof with metal roof over existing shingles.
      • Structure is contributing within Historic District.
      • Project complies with zoning regulations.

Resolution adopted June 9, 2022. Signed by President Pompa and attested by Secretary Duron.


Additional Motions Passed

Borough Sidewalks

  • Motion by Mr. Leahey to appropriate $50,000 from Capital Reserve Fund for sidewalk repair assistance grant application.
  • Seconded by Mr. Ketner. Passed unanimously (5–0).

Water Discharge Into Streets

  • Mr. Harbison advised citations will be issued for addresses violating ordinance.

Old Canal Inn

  • Mr. Leahey discussed outdoor amplified music issue.
  • Senate Bill 1212 under consideration in PA to address this; discussion will continue on future agendas.

Borough’s Street Sweeper

  • Discussion held on status and future options for street sweeper.

Hire Full-Time Public Safety Clerk

  • Motion by Mr. Leahey to hire Ellen Miller as full-time public safety clerk.
  • Seconded by Ms. Baker. Passed unanimously (5–0).

Transfer Phone Service to Breezeline

  • Motion by Mr. Ketner to transfer phone service from Windstream to Breezeline under a three-year agreement.
  • Seconded by Ms. Baker. All voted in favor (5–0).

Award Bids for Used Utility Truck and Pavement Roller

  • Motion by Mr. Leahey to award bids to Gordon L. Delozier, Inc.
  • Seconded by Mr. Ketner. Passed unanimously (5–0).

Meeting adjourned at 7:35 PM by President Pompa.
