Borough Council Meeting Minutes Summary

Call to Order & Attendance

  • Meeting called to order at 7:00 PM by President Joseph A. Pompa.
  • Quorum present: Council members Joseph A. Pompa, Michele Baker, James Mielnik, Walter Kalista III, Jeffrey Ketner, and Brady Leahey.
  • Also present: Borough Manager James Gehret, Secretary Patricia J. Duron, Mayor Joseph Dodson (via phone), Solicitor Nathan W. Karn, Sr. , Sgt. Richard Oldham, Director of Community Relations Melanie Ramsey, Fire Marshal Amy Hazlett.
  • Absent: Councilman Sean Burke.

Pledge & Minutes Approval

  • President Pompa led Pledge of Allegiance and moment of silence.
  • Minutes from May 11, 2023 meeting approved unanimously (6–0) on motion by Mr. Leahey, seconded by Mr. Kalista.

Reports Summary

  • Manager’s/Financial Report: Mr. Gehret noted reports are in agenda binder; attended PSAB Conference in Hershey and accepted second-place award for Borough website from Borough News Magazine.
  • Planning/Zoning: Interim Zoning Administrator Patricia Duron had nothing to add.
  • Fire Marshal Report: Amy Hazlett presented monthly report.
  • Community Relations & Events: Melanie Ramsey reported on sponsorships and upcoming events.
  • Chief of Police Report: Sgt. Oldham presented department activity summary.
  • Mayor’s Report: Mayor Dodson thanked Police Department.

Public Comment Highlights

  • Stan Neal (142 Beaver St. ): Asked about PennVest funding for stormwater projects.
  • Jim Fitch (109 Bel Aire Rd. ): Discussed speeding, traffic light installation, and warehouses.
  • Shaun Leydig (211 Newry St. ): Supported keeping work local and radar signs on Murphy Street.
  • Elda Jean Boose (121 Bedford St. ): Discussed stormwater management and requested ISC agreement renewal.
  • Steve Albright (421 Bedford St. ): Reported drivers running stop sign near home.
  • Regis Nale (202 Spruce St. ): Discussed parking on Jackson Street related to Presbyterian Home request.
  • Mark Slonaker (PVFD): Presented last two months’ reports, red flag warning, and Father’s Day BBQ Chicken Sale info.
  • Gerard Nale (109 Bedford St. ): Requested ISC agreement renewal.

Open Agenda Items

  • Ms. Baker: Flooding in Gaysport.
  • Mr. Ketner: Update on COVID funding monies.
  • Mr. Leahey: Search for Zoning Officer.

Resolutions Passed

Resolution No. 2023-16: Consent Agenda

  • Approved Bill List No. 6 totaling $56,002. 90 for accounts payable and owed funds from appropriated monies.
  • Approved one Certificate of Appropriateness for window replacement at 503 Allegheny Street (Richard & Elaine Gallagher).
    • Replace front wooden windows with Andersen 100 series Single Hung (White Interior, Black Exterior).
    • Non-visible windows can be Andersen or vinyl.
    • Requires zoning permit; structure is in Historic District.
  • Motion by Mr. Ketner, seconded by Mr. Kalista — passed 6–0.

Resolution No. 2023-17: Disposition of Records

  • Approved for Police Department records disposition.
  • Motion by Mr. Leahey, seconded by Mr. Kalista — passed 6–0.

Other Business

  • Possible Dangerous Structure (328–330 Mulberry St. ): Investigation initiated after complaint. Motion by Mr. Ketner, seconded by Ms. Baker — passed 6–0.
  • Parking in 200 Block of Jackson St. : Left as-is per motion by Mr. Leahey, seconded by Ms. Baker — passed 6–0.
  • Draft Agreement with ISC: Renewal approved per motion by Mr. Kalista, seconded by Ms. Baker — passed 6–0.
  • Funds Release to PVFD: Approved per motion by Mr. Leahey, seconded by Mr. Ketner — passed 6–0.

Updates & Announcements

  • Comprehensive Plan: No update.
  • Stormwater/Bedford Street: Grant applications submitted; awards expected August–September.
  • Sidewalks: Borough continuing to approve sidewalk grant applications.
  • Street Sweeper: Exploring options; report due at July meeting.
  • Civil Service Commission: Police eligibility list exhausted; want ads published for officer candidates.

  • Meeting adjourned at 7:45 PM by President Pompa.
