Welcome to the Office of the Clerk of Orphans' Court Services The Clerk of Orphans’ Court is responsible for maintaining the dockets and files for adoptions (these records are sealed), appointments of guardians, petitions for incapacitated persons, estate accountings and small estates. Birth and death records, from 1893 through 1906, are in the office of the Clerk of Orphans’ Court. Records after 1906 are located at the Pennsylvania Department of Health, Division of Vital Records (https://www. health. pa. gov). Marriage records are also maintained in this office. The Clerk of Orphans’ Court is responsible for taking the application and issuing the marriage license in Blair County. When writing for a certified copy of a marriage license include both parties names at the time of application and the date of marriage. A check in the amount of $9. 00 should be made out to the Clerk of Orphans’ Court and please include a business size self-addressed stamped envelope.
