Zoning Ordinance Overview This document outlines the zoning regulations for Hollidaysburg, PA, organized into nine parts covering general provisions, district classifications, overlay districts, conditional uses, supplemental regulations, nonconformities, administration, definitions, and historic district rules. Part 1: General Provisions Establishes legal authority, short title, purposes, objectives, application of regulations, interpretation guidelines, and exemptions. Part 2: Schedule of District Regulations Defines district classifications including CR (Conservation/Recreation), R-1 through R-3 residential zones, Planned Residential, Residential/Business, Highland Hall Special District, C-1 through C-3 commercial zones, and I-1/I-2 industrial districts. Part 3: Overlay Zoning Districts Includes Historic Resources Overlay District and Floodplain Overlay District. Part 4: Conditional Uses and Special Exceptions Covers applicability, application procedures, general standards, and special criteria for conditional uses. Part 5: Supplemental Regulations Addresses accessory uses, fencing/screening, swimming pools, antennas, signs, parking/loading requirements, temporary uses, buffer areas, site development standards, and outdoor lighting. Part 6: Nonconformities Regulates continuation of existing uses, alterations to nonconforming structures, changes in use, abandonment, lot status, sign termination, and district changes. Part 7: Administration and Enforcement Establishes the Zoning Officer, required permits, fee schedules, hearing board procedures, appeals process, enforcement mechanisms, and effective date. Part 8: Definitions Provides language interpretations and formal definitions for terms used throughout the ordinance. Part 9: Hollidaysburg Historic District Creates the historic district with specific guidelines for vinyl and aluminum siding. Establishes the Hollidaysburg Historic Preservation Commission and Board of Historical Architectural Review (HARB). Includes conflict of interest provisions. Recent Classification Change Ordinance 815 (July 13, 2006): Lot 100 of the Holliday Hills development is now zoned Limited Industrial (I-1). Property lines along Beaver Street near Lot 100 have been corrected after the previous zoning map was found to be erroneous. The old map incorrectly split Lot 100 between Planned Residential (PR) and Limited Industrial (I-1) districts.
