Overview The Borough of Williamsburg, Blair County, Pennsylvania, has enacted Ordinance No. 391 to replace existing dog laws and regulate animal maintenance, control, and noise. The ordinance aims to protect the health, safety, and welfare of residents by managing excessive sound and sanitary conditions. Key Regulations Noise Disturbance: It is illegal to own or control an animal that makes noise continuously for 10 minutes or intermittently for 30 minutes, causing a nuisance. This applies regardless of whether the animal is on private property, provided no one is trespassing or threatening to trespass. Sanitary Maintenance: Property owners are responsible for the sanitary maintenance of premises where animals are housed, excluding farm animals in agricultural zones. Animal Limits: The number of pets is limited to those that can be maintained in a clean, sanitary condition without causing offensive odors. Hooved Animals: Keeping any kind of hooved animal is prohibited within the Borough, except where state law permits agricultural operations. Running at Large: Animals are prohibited from running at large on public streets, sidewalks, alleys, or private property other than the owner's. Leash Requirements: Dogs must be restrained by a leash or "curbing" (a device preventing straying beyond secured premises) when unattended. Enforcement and Penalties Seizure: Police or dog enforcement officers may seize animals found running at large. Disposition of Animals: Seized dogs or cats are kept in the Borough kennel. If the owner is unknown, they may be turned over to the Pennsylvania Dog Warden or a humane society. Repeat Offenses: If an animal is seized more than twice in a 12-month period, the owner may be cited for lack of control. Compliance: Owners must comply with the ordinance within 30 days of notice or face seizure and sale of the animals. The owner is responsible for all maintenance costs during detention.
