Hollidaysburg Water Authority Resolution and Fee Schedule (2025)
The Hollidaysburg Water Authority adopted Resolution W-2024-11D on November 19, 2024, officially approving the attached Schedule of Fees & Charges for 2025 (Exhibit A). The resolution was signed by Chairperson Carol Gale and Secretary Zenas Brehm.
Key Fees and Charges for 2025
Account Setup and Service Changes
- Establish Account: $10.00
- Re-Establish Service: $50.00
- Service Calls (turn on/off, excluding termination): $15.00 per call
- Meter Accuracy Test: $70.00
Temporary Hydrant Water Connection
- Deposit: $275.00 (due at application)
- Hydrant Meter Setup/Tear Down: $75.00 per event
- Water Usage: $8.50 per 1,000 gallons used through hydrant meter
- Turn Water On/Off:
- $5.00 per quarter hour (7 AM–3 PM)
- $7.25 per quarter hour (after 4 PM, with 2-hour minimum charge)
Construction Water
- Residential (per dwelling unit): $20.00/month (includes 2,000 gal + service fee)
- Non-residential: $50.00/month (includes 6,000 gal + service fee)
Regular Water Service
- Water Rate: $0.08500 per gallon
- Monthly Service Charge: $15.00/month
Tapping Fee
- $500 per household or Equivalent Dwelling Unit (EDU)
- Capacity Component: $200
- Conveyance Component: $300
- Note: 1 EDU = 157 gallons per day
Connection Fee
- Based on actual cost of labor and materials to install service line from Authority main to customer’s curb line or easement.
- Includes permitting, administrative, and excavation restoration costs.
Connection Fee Deposit (based on service line size)
- 3/4" Service Line: $1,360
- 1" Service Line: $1,560
- 1-1/2" Service Line: $1,860
- 2" Service Line: $2,260
- 4" Service Line: $4,600
- 6" and 8" Service Lines: Amount estimated at time of application
Deposit covers anticipated connection fee. Overpayments refunded; underpayments billed before service activation.
Customer Facilities and Meter Costs
Customer Facilities Fee
- Covers actual cost of installing facilities (including metering devices) from curb line into residence/building.
Water Meter Purchase
Includes meter, horn/couplings/setter, and 10% shipping/handling/admin fee. Does not include installation or pit/transceiver unit.

- 1-1/2" OMNI Compound Meter: $3,068
- 2" OMNI Compound Meter: $3,578
- Meters >2": Direct cost + 10% admin fee
Meter Transceiver Unit (Radio Read Device)
Required for all new installations:

Meter Pit & Lid Purchase
Includes pit, top casting, and lid:
- For meters ≤3/4": $243
- For meters ≤1": $690
- For 1-1/2" SR and 2" compound meters: $975
- For meters >2": Direct cost + 10% admin fee
Water Meter Installation Fee (labor only)
Does not include meter, connectors, tap, service line, or basic connection fee.

Frozen Meter Replacement
Replacement costs for frozen meters:
- 5/8" meter: $140.00
- 3/4" meter: $150.00
- 1" meter: $220.00
- 1½" meter: $1,400.00
- 2" meter: $1,800.00
This schedule applies to all residents and businesses served by the Hollidaysburg Borough Authority for calendar year 2025. All fees are subject to change upon future resolution adoption.
