The Town Crier - November 2025 Newsletter

This issue of the Hollidaysburg Borough newsletter covers brush pickup schedules, winter weather procedures, community events, and important government updates.

Brush Pickup Continues

  • Schedule: Brush pickup continues weekly on Mondays and Tuesdays through December 1st and 2nd.
  • Requirements: Leaves and brush must be bagged in biodegradable leaf bags and placed curbside by 7 AM on the day of pickup.
  • Twigs: Twigs 3 inches or less in diameter must be bundled and tied (no wire).
  • Schedule by Location:
    • East of Penn Street: Mondays.
    • West of Penn Street, Gaysport, and Holliday Hills: Tuesdays.
  • Restrictions: No alley pickups (except in Holliday Hills). Bags containing recyclables or taped/stapled bags will not be picked up.
  • Missed Items: If items are missed, pickup occurs the following week with no exceptions.

Winter Weather Procedures

  • Snow Emergency Declaration: The Mayor will declare a snow emergency beginning at either 8:00 AM or 8:00 PM during heavy snowfall.
  • Parking Restrictions: Odd/even parking designations will be enforced ONLY during the declared emergency times.
    • 8:00 PM Start: Vehicles must park on the EVEN numbered side of the street.
    • 8:00 AM Start: Cars must be moved to the ODD numbered side of the street.
  • Goal: To achieve bare pavement on all Borough streets within 36 hours after a snowfall ends.
  • Announcements: Emergencies will be announced on local media, the website (www.hollidaysburgpa.org), and the Borough Facebook page.
  • Enforcement: Vehicles violating parking regulations during a snow emergency WILL BE TOWED AT OWNER’S EXPENSE.
  • Sidewalks: Property and business owners must clear all sidewalks of snow within 24 hours of the end of a snow event.

Community Events & News

  • Annual Soup Sampling Contest:
    • Date/Time: Friday, November 28, from 5 PM to 7 PM during Light Up Night.
    • Location: Hollidaysburg Borough Municipal Building & Light Up Night.
    • Tickets: Available on the First Floor (water billing office) at the Municipal Building and at Light Up Night. Pre-purchase is encouraged.

  • Phoenix Volunteer Fire Department News:
    • Veterans Day Spaghetti Dinner: Sunday, November 9th, from 11 AM until 2 PM.
    • Location: Phoenix Volunteer Fire Department, 206 Wayne Street, Hollidaysburg.
    • Cost: $10 for general admission; $5 for active or retired veterans with identification.

  • Christmas Tree Pickup:
    • Schedule:
      • East Side: Monday, January 5th and Monday, January 26th.
      • West Side: Tuesday, January 6th and Tuesday, January 27th.
    • Instructions: Trees must be curbside by 7:00 AM. Do not place trees in plastic disposal bags; they will be taken to a compost facility.

Library News (Hollidaysburg Area Public Library)

  • Hours: Mon-Thurs 9:30-8:00, Fri 9:30-5:00, Sat 9:30-5:00, Sun 1:00-5:00.
  • Key Dates:
    • November 11 (Veterans Day): Library Closed.
    • November 26: Closing at 2:00 PM.
    • November 27, 28, 30: Library Closed.
  • Regular Programs: Includes Maker Mondays, Storytime & Craft, Twisted Stitchers, Lego Club, and various other clubs and classes throughout the month.

Codes Corner

  • PA UCC Changes: The Department of Labor and Industry has submitted a regulatory package to adopt 2021 changes into the PA Uniform Construction Code (UCC).
  • Effective Date: January 1, 2026.
  • Transition Rules:
    • Builders using the current 2018 PA UCC must have a design/construction contract signed before January 1, 2026, and apply for the building permit by June 30, 2026.
    • Any design/construction contracts signed on or after January 1, 2026, or permit applications submitted on or after July 1, 2026, must comply with the 2021 PA UCC.

Sign Regulations

  • Permits are required for certain signage during elections, school events, and other fall/winter events.
  • Signs are not allowed within the public right-of-way (area between curb and sidewalk).
  • Contact the Borough office for inquiries about necessary permits and guidelines.

Lost & Found

  • Report Lost Items: Call the Police Department at 814-695-3711.
  • Found Items: Bring found items to the Police Department to be placed in the lost and found.
