Hollidaysburg Borough Newsletter Summary (November 2023)

This issue of The Town Crier provides updates on seasonal services, winter preparedness, and upcoming community events for Hollidaysburg residents.

Fall Brush Pickup

  • Schedule: Pickup continues weekly on Mondays and Tuesdays through December 4th and 5th.
  • Requirements:
    • Leaves and brush must be bagged in biodegradable bags and placed curbside by 7 am on pickup day.
    • Twigs (3 inches or less in diameter) must be bundled and tied with no wire.
    • No alley pickups (except in Holliday Hills).
  • Route:
    • Mondays: East of Penn Street (including east side of Penn St).
    • Tuesdays: West of Penn Street, Gaysport, and Holliday Hills.
  • Notes: No scheduling calls needed. Bags with recyclables or taped/stapled shut will not be picked up. Missed items will be collected the following week.

Winter Weather Procedures

  • Snow Emergency Declaration: The Mayor will declare a snow emergency starting at either 8:00 am or 8:00 pm.
  • Odd/Even Parking:
    • If the emergency begins at 8:00 pm (evening), park on EVEN numbered sides.
    • If the emergency begins at 8:00 am (morning), park on ODD numbered sides.
  • Goal: Achieve bare pavement within 36 hours after snowfall ends.
  • Enforcement: Vehicles violating parking rules during an emergency will be towed at the owner's expense.
  • Sidewalks: Property and business owners must clear sidewalks within 24 hours of the end of a snow event.
  • Announcements: Emergency declarations will be posted on local media, the borough website (www.hollidaysburgpa.org), and Facebook.

Winterfest Events & Volunteers

  • Winterfest Parade:
    • Date: Sunday, November 19 at 2:00 pm.
    • Route: Starts at Junior High School, proceeds up Union Street, across Allegheny Street, down Montgomery Street, and disbands at St. John’s Church.
    • Volunteers: Needed; contact Melanie Ramsey.
  • Soup Sampling Contest:
    • Date: Friday, November 24.
    • Time: 5:00 pm – 7:00 pm during Light Up Night.
    • Location: Second Floor, Hollidaysburg Borough Municipal Building & Light Up Night.
    • Cost: $6 per ticket. Pre-purchase encouraged.
  • Committee Volunteers: Needed to help plan Winterfest; contact Melanie Ramsey.

Infiltration & Inflow (I/I) Information

  • Definition: I/I refers to groundwater (infiltration) and surface water (inflow) entering the sanitary sewer system through cracks, leaks, or illegal connections.
  • Problems: Increases treatment costs, requires larger infrastructure, and can cause sewer backups into homes or overflows into waterways.
  • Impact: I/I accounts for up to 85% of peak flows during winter/rain events, with 70% coming from privately owned networks.

  • Election Day: Tuesday, November 7, 2023.
  • Thanksgiving: Acknowledged in the newsletter footer.
