Hollidaysburg Borough Newsletter Summary (November 2022)

This issue of The Town Crier covers brush pickup schedules, winter weather procedures, holiday events, and local government updates.

Brush Pickup Continues

  • Schedule: Pickups occur every Monday and Tuesday through December 5th and 6th.
  • Rules:
    • Leaves and brush must be bagged in biodegradable leaf bags.
    • Place curbside by 7:00 AM on the day of pickup.
    • No alley pickups (except in Holliday Hills).
    • Twigs (3 inches or less diameter) must be bundled and tied (no wire).
    • East of Penn Street: Pickups on Mondays.
    • West of Penn Street, Gaysport, Holliday Hills: Pickups on Tuesdays.
  • Important Notes:
    • Do not call to schedule; bags with recyclables, tape, or staples will not be picked up.
    • If missed, pickup occurs the following week (no exceptions).

Winter Weather Procedures

  • Snow Emergency Declaration: Made by the Mayor during heavy snowfall, starting at 8:00 AM or 8:00 PM.
  • Odd/Even Parking:
    • Instituted ONLY during declared snow emergencies.
    • If emergency starts at 8:00 PM (evening): Park on EVEN-numbered side.
    • If emergency starts at 8:00 AM (morning): Move cars to ODD-numbered side.
  • Objective: Achieve bare pavement on all streets within 36 hours after snow ends.
  • Announcements: Via local media, website (www.hollidaysburgpa.org), and Facebook.
  • Enforcement: Vehicles violating parking rules during emergencies WILL BE TOWED AT OWNER’S EXPENSE.
  • Sidewalks: Property/business owners must clear sidewalks within 24 hours of snow event end (per Borough Ordinance).

Christmas Tree Pickup

  • When: January 9th & 23rd (East Side, Mondays); January 10th & 24th (West Side, Tuesdays).
  • How: Same as normal brush pickup schedule.
  • Instructions: Do NOT place trees in plastic bags — they go to compost facility. Have curbside by 7:00 AM.

Soup Sampling Contest

  • Event: Annual contest featuring local restaurants and organizations.
  • Date/Time: Friday, November 25, 5:00–7:00 PM during Light Up Night.
  • Tickets: $6 each, available on Second Floor of Municipal Building and at Light Up Night. Pre-purchase encouraged.
  • Contact: Melanie Ramsey, 814-696-0544.

Winterfest Committee Volunteers Needed

  • The committee is seeking volunteers to help plan Winterfest.

  • Sponsorship opportunities are available.

Do Not Rake Leaves Into the Street

  • Residents reminded NOT to push or rake leaves into public streets — it’s a safety hazard and violators will be fined.

  • Hollidaysburg Area Arts Council is a proud sponsor for Winterfest.

Snow & Sidewalks Reminder

  • Residents must shovel sidewalks full width (or 30 inches, whichever is less).
  • Snow may not be shoveled into street except in C2 Community Business District (Downtown) to maintain parking meter access.
  • Downtown sidewalks must be cleared from building face to curb; snow may be deposited in street.
  • Remove snow/ice within 24 hours after cessation of fall. If icy/hard, use sand or abrasive for safety — clear as soon as weather permits.
  • Never deposit snow/ice near fire hydrants, sidewalks, roadways, or loading/unloading areas.

RAVE Alert System

  • Rapid notification system for water outages/disruptions.
  • Water customers provide contact number to billing office to join call list (property owner, tenant, or apartment building with separate meters).
  • Alerts sent at 5:00 PM day before outage/disruption via recorded message.
  • Update info if phone number changes — contact water billing office at (814) 696-0623.

New Police Chief

  • Christopher Storm sworn in as Chief of Police on October 13, 2022.
  • Previously promoted to Major in Pennsylvania State Police; served over 30 years in law enforcement, including prior service with the Borough.
  • Welcomed as a great addition to the team.

Pennsylvania Elections

  • General Election Day: November 8, 2022.

Happy Thanksgiving

  • Seasonal greeting included in the newsletter.
