Overview The Borough of Williamsburg, Blair County, Pennsylvania, enacted Ordinance No. 349 on February 6, 2006. This ordinance establishes strict regulations for the removal of snow and ice from sidewalks to ensure public safety during winter weather. Key Regulations Removal Deadline: Property owners, tenants, or occupants must clear snow and ice from the sidewalk within 24 hours after a snowfall, sleet, or freezing rain stops. Clearance Width: A path of at least 30 inches must be cleared. If the sidewalk is narrower than 30 inches, the entire width must be cleared. Prohibited Areas: It is illegal to deposit snow or ice on fire hydrants, roadways, or cartways. Exceptions If ice is too hard to remove without damaging the sidewalk, residents are not required to scrape it immediately. Instead, they must apply sand or another abrasive material to make the path safe and clear a 30-inch path as soon as the weather permits. Penalties and Enforcement Fines: Violations carry a fine between $50. 00 and $600. 00, or imprisonment for up to 30 days. Daily Offenses: Each day a violation continues counts as a separate offense. Borough Intervention: If a resident fails to comply, the Borough Manager will issue a notice. If the snow is not cleared within 24 hours of that notice, the Borough will clear it and bill the property owner for the cost plus a 10% administrative fee.
