Hollidaysburg Sewer Authority: 2025 Fee Schedule
The Hollidaysburg Sewer Authority (Blair County, PA) has officially adopted the Schedule of Fees and Charges for 2025. This resolution was duly adopted on December 9, 2024, by Chairman Regis Male and attested by Secretary Randall Manning.
Account Setup & Connection Fees
- Establish Account: $10.00
- Tapping Fee: $1,200.00 per household or Equivalent Dwelling Unit.
- Connection Fee: This covers the actual cost of labor and materials to install the sewer service lateral from the Authority main to the customer's curb line. It includes permitting, administrative costs, and excavation restoration.
- Connection Fee Deposit: A deposit is required at the time of application to cover anticipated connection costs.
- Standard Service Line (Up to 6"): $1,350.00
- Greater than 6" Service Lines: Amount estimated at time of application.
- Note: If the actual cost is less than the deposit, the difference is refunded. If it exceeds the deposit, the applicant must pay the difference before service activation.
Customer Facilities & Service Calls
- Customer Facilities Fee: Covers the actual cost of labor and materials to install facilities (including metering devices) from the curb line into the residence or building.
- Sewer Service Call Fee: $50.00
Sludge Disposal
- Sludge (Septic Tank Sludge): $120.00 per 1,000 gallons + $10.00 per load service fee + direct cost of any necessary lab analysis.
- Diluted Wastewater (Holding Tank Waste): $75.00 per 1,000 gallons + $10.00 per load service fee + direct cost of any necessary lab analysis.
Monthly Charges & Rates
- Monthly Sewer Service Charge: $15.00 per month per account.
- Rate Based on Consumption: $0.01650 per gallon.
- Interest Charge on Past Due Amounts: 0.75%
Pretreatment Fees (Industry)
- Initial Permit (New Industry): $800
- Temporary Permit: $500
- One Year Permit Renewal Fee: $375
- Two Year Permit Renewal Fee: $625
Pretreatment Surcharge Rates (per pound):
- BOD: $0.432
- Total Suspended Solids: $0.435
- Oil & Grease: $0.25
- Ammonia Nitrogen: $6.12
Administrative & Enforcement Fees
- Administrative Fees: Direct cost of laboratory and professional services to the Sewer Authority.
- Enforcement Fees: Direct cost of laboratory and legal services.
Sample Analysis (Hollidaysburg Regional Plant Lab)
- Composite Sampler: $100 per sample event
- Grab Sample: $15 per event
- BOD⁵: $20 per sample
- Total Suspended Solids: $20 per sample
- Oil and Grease: $50 per sample
Special Meters
- Special Meters: Actual Labor and Material Cost
