Meeting Overview The Williamsburg Borough Council held its regular meeting on Tuesday, September 2, 2025. The session was called to order at 7:00 p. m. by Joe Lansberry. Attendees: Council Members Present: Karyn Shaw, Paula Hamilton, Bruce Hamilton, Jim Price, Mathew Webb, and Ted Hyle. Others Present: Myranda Isenberg, Natalie Gorsuch, Adam Hauser (Chief of Police), and Maggie Merritts. Absent: Council President and Vice President. Public Comment & Community Concerns Council members addressed several concerns raised by residents and the public: Garbage Business: Dick Shultz expressed concern regarding a neighbor hauling garbage as a business. Council member Ted Hyle stated that while permits are required for pickup, he believes businesses should not be permitted to store garbage on their property within the borough. Chief Hauser agreed to look into a resolution. Junk Vehicles: Hyle raised concerns about old junk vehicles sitting on private properties. Chief Hauser noted that existing laws protect residents' property rights, making it difficult for police to force removal. He mentioned a previous attempt to rewrite the vehicle ordinance by Nathan, which was deemed unenforceable. Speeding: Council member Karyn Shaw asked about the effectiveness of speed signs. Chief Hauser reported that average speeds in town are between 23–27 mph, which he described as "very good" given the volume of traffic. School Police: Bruce Hamilton asked if the school district had hired a police officer yet. Chief Hauser stated he had not heard anything, and Hyle noted he hasn't seen an officer in the mornings. Financial & Administrative Reports Treasurer’s Report: The council approved the Treasurer’s Report for August and ratified all bills and intervening payroll in accordance with Resolution #2018-2. Bills Due: A motion was made and carried to pay all bills due. Engineering & Infrastructure Updates Water/Sewer Relocation: A preconstruction meeting was held for the project on Route 866. Engineer John Clabaugh advised the borough to seek grants to widen the road, estimating a cost of $5,000–$7,000 to apply. Potential funding sources include PennDOT MTF, DCED Flood Protection, and LSA. The total project cost is estimated at nearly $1 million. Borough Building Repairs: Rain spouting is detaching from the borough building due to a rotted backboard. Cost Estimates: Cordell Ebersole offered to donate labor with a material cost of $800–$1,000. Tom Trimer’s total bid was $2,300. Decision: The council voted to have Cordell Ebersole perform the repairs. Ordinances & Property Issues Pension Contributions: The council voted to advertise ordinances increasing employer pension contributions from 15% to 30% for the police pension and 20% for the borough. Ellis Property (Unsafe Structure): The Ellis property was tagged as a "Condemned" structure. The owner, Ellis, paid a $750 fee to appeal. Appeals Board: The council appointed an appeals board consisting of Cordell Ebersole, Dave Ross, and Thad Stiffler. Alternates are Travis Prough, Kevin Eastep, and Bruce Chamberlain. Members must have construction experience and not be employed by the borough. Tree on W. 2nd St: The owner, Dave DeHoyos, was contacted regarding a dangerous tree. The council voted to send a letter giving him 30 days to provide a solution before the borough intervenes. Virginia Helsel (Chickens): The council requested a doctor's note regarding the therapeutic need for chickens on this property but has not yet received a response. Approvals & Events Biddle’s Shop Local Event: Approved for Saturday, December 13th (3–7 PM), including blocking off 2nd Street. First Methodist Church Car Wash: Approved for September across from Dollar General. PMRS MMO Approval: The 2026 worksheet was approved. DCNR Master Site Plan: Approved with recommended changes from Cheri Matter. LSA Grant for F550: A quote was received and sent to Sherry Socie to begin the application process. Basketball/Pickleball Court: The court has been concreted. Isenberg is ordering a net and posts for approximately $455 using collected donations.
