Hollidaysburg Sewer Authority Meeting Minutes (August 8, 2022)

The Hollidaysburg Sewer Authority held its regular meeting on August 8, 2022, at 5:00 PM in the Borough Council Chambers. Chairman Regis Nale presided over the session.

• Also in attendance: Frank Hicks, Jr. (Director of Wastewater Operations), Jim Gehret (Borough Manager), Jessica Oswald (Recording Secretary)

Minutes Approval

• A motion to accept the July 11, 2022 meeting minutes was made by Mr. Burke and seconded by Mr. Fitch. The motion passed unanimously.

Reports

• Engineer’s Report: No new items reported.
• Treasurer’s Report: Mr. Gehret had no additional information beyond what was in the agenda packet.
• Management Report: Mr. Hicks highlighted the Nitrogen Credit Sales Agreement for Lancaster Area Sewer Authority, included in the agenda packets.

New Business

Resolution S-2022-08A

• Topic: Approving/Denying a Request for 1100 Blair Street to Deduct Sewer Charges for Excess Usage
• Decision: The Authority voted unanimously to deny the request to credit sewer charges for excess usage at 1100 Blair Street. Motion made by Mr. Burke, seconded by Ms. Gale.

Resolution S-2022-8B

• Topic: Approving and authorizing payment of expenses and requisitions
• Approved Payments:
  • Hollidaysburg Area Sewer Authority: $159,230.75
  • Paid Invoices: $346,564.35
  • Jessica Oswald, Recording Secretary (reimbursement): $50.00
• Motion made by Mr. Burke, seconded by Ms. Gale. Passed unanimously.

Additional Discussion

• Discussed status of legal research regarding basement drains in 100-year flood plains.
