Hollidaysburg Sewer Authority Meeting Minutes (April 8, 2024)

The Hollidaysburg Sewer Authority held its regular meeting on April 8, 2024, at 5:00 PM in the Borough Council Chambers. Chairman Regis Nale presided.

  • Present: James Burke, Carol Gale, Randall Manning
  • Absent: James Fitch
  • Also Present: Frank Hicks, Jr. (Director of Wastewater Operations), Patricia Duron (Interim Borough Manager), Dan Beyers (EADS Group), Jessica Oswald (Recording Secretary)

Minutes Approval

  • Motion to accept March 11, 2024 meeting minutes was made by Mr. Manning and seconded by Ms. Gale. Passed unanimously.

Reports

  • Engineer’s Report: No additional items added to agenda.
  • Treasurer’s Report: 2023 audit completed.
  • Management Report: Outlined in agenda packet for member review.

Phase III (Clark Street Area) Project Update

  • Consensus reached to proceed with condemning easement at Mulberry and Penn Street.
  • Decision made to offer storm taps only to properties that want or need them — not universally — to reduce unnecessary costs.

Resolution S-2024-04A

  • Motion by Mr. Burke, seconded by Mr. Manning. Passed unanimously.

Resolution S-2024-04B

  • Authorized advertising and bidding for Berwind Road Sanitary Sewer Extension Project.
  • Motion by Mr. Burke, seconded by Mr. Manning. Passed unanimously.

Resolution S-2024-04C

  • Approved Treatment Capacity Assurance Statement for Reservoir Road Sewer Extension in Blair Township, Blair County, PA.
  • Motion by Mr. Gale, seconded by Mr. Burke. Passed unanimously.

Resolution S-2024-04D

  • Denied request from 800 Church Street to deduct sewer charges for usage exceeding normal amount.
  • Motion by Mr. Burke, seconded by Mr. Manning. Passed unanimously.

Resolution S-2024-04E

  • Denied request from 265 Larch Street to deduct sewer charges for usage exceeding normal amount.
  • Motion by Ms. Gale, seconded by Mr. Burke. Passed unanimously.

Resolution S-2024-04F

  • Approved request from 1010 Spruce Street to deduct sewer charges for usage exceeding normal amount — approved adjustment of $18,949.09.
  • Motion by Mr. Burke, seconded by Mr. Manning. Passed unanimously.

Resolution S-2024-04G

  • Approved Capacity Assurance Statement for Holiday Hills Duplex Phase II Project in Hollidaysburg Borough, Blair County, PA.
  • Motion by Mr. Manning, seconded by Mr. Burke. Passed unanimously.
