Ordinance No. 896: Intersections And Parking Regulations
Ordinance No. 896 Summary
This ordinance amends the Hollidaysburg Borough Code of Ordinances (Chapter 15) to update stop sign intersections and parking regulations. It was enacted on December 12, 2019.
Stop Sign Intersections (Section 1)
Adds the following intersections to Chapter 15, Part 2, Section 214(1)(D) as All Way Stop Intersections:
- Wayne Street and Pine Street
- Mattern Orchard Drive and McIntosh Lane
- Mattern Orchard Drive and Baldwin Lane
Parking Regulation Changes (Sections 2, 3, and 4)
Amends Chapter 15, Part 4, Section 403 (“Parking Prohibited at All Times in Certain Locations”) as follows:
Section 2 – Deletion: Removes the prohibition on parking for:
- Betts Street, North side, between Newry Street and Good Lane
Section 3 – Addition: Adds a new prohibition for:
- Betts Street, South side, between Franklin Street and Newry Street
Section 4 – Modification: Modifies existing prohibitions to:
- Beaver Street, South side, between Bow Alley and Lowe Street
- Betts Street, South side, between Good Lane and Jackson Street
Loading/Unloading Zone Removal (Section 5)
Deletes Chapter 15, Part 4, Section 408(4), which previously restricted loading/unloading at 306-1/2 through 312 Montgomery Street (two spaces). This change was made because the business that used the zone has closed, and no replacement business has occupied the location for a substantial time.
Effective Date & Legal Provisions
- The ordinance becomes effective on the earliest date allowed by law (Section 8).
- Standard severability clause included: if any part is found invalid, the rest remains in effect (Section 6).
- No other amendments are made to Chapter 15; all unamended provisions remain in full force (Section 7).
