Ordinance No. 836: Traffic Code Amendments for Hollidaysburg, PA
Adopted on December 11, 2008, this ordinance amends the Borough’s traffic code to update speed limits, parking restrictions, and enforcement penalties.
Speed Limit Updates (Section 1)
Amends Section 201 to establish maximum speed limits on specific streets:
- Holliday Hills Drive: 25 mph between Blossom Drive and Golden Lane.
- Holliday Hills Drive: 25 mph between Jackson Farm Drive and Beaver Street.
Turning Restrictions (Section 2)
Amends Section 209 to prohibit certain turns at intersections:
- Newry Street (Northbound): No right turn into Chimney Rocks Road at any time. Applies to all vehicles.
Handicapped Parking Designations (Section 3)
Replaces Section 412 to designate new handicapped parking spaces. Locations include:
- Clark Street: First two spaces south of Strawberry Alley (East side); Space at 413 Clark St. (West side).
- Front Street: Meter Space 90 (West side).
- Montgomery Street: Meter Space 54 (East side).
- Mulberry Street: 26 feet west of Montgomery St. (South side).
- Newry Street: 229 feet north of Betts St. Intersection (West side).
- Pine Street: 512 Pine Street (South side).
- Union Street: Meter Space 16; Meter Space 18-A; First space north of Walnut St.; 42 feet north of Blair Street (West side).
- Wall Street: 66 feet west of Jackson Street (South side).
- Wayne Street: Meter Space 28 (East side).
Note: Drivers parking in these designated spaces are relieved of liability for regular meter charges for 60 minutes beyond the legal parking period.
Parking Meter Zones (Section 4)
Replaces Section 501 to establish new parking meter zones based on the September 2007 Zone Map:
- Zone 1 (Twelve Minute Parking): Allegheny Street, Meter Spaces 2A, 2B, 3A, 8A, and 85 B.
- Zone 2 (Two Hour Parking):
- Allegheny Street from N. Juniata St. to Penn St. (both sides), excluding Zone 1 spaces and the south side between Union and Penn St.
- Montgomery Street, East and West sides between Strawberry Alley and Cherry Alley.
- Zone 3 (Four Hour Parking): Details continue on subsequent pages.
Enforcement and Penalties (Section 5)
Updates Section 510 regarding ticketing for unlawful parking:
- Payment Structure:
- $5 for the first hour (or part thereof).
- $10 for the second hour.
- $15 for the third hour (or part thereof).
- Penalties are cumulative.
- Payment Deadline: Owners must report to the Borough Office within 10 days of notice attachment.
- Late Fees: If unpaid after 10 days, a $25 fee is added for violations in metered zones.
- Summary Offense: Failure to pay within 48 hours of a second notice results in a summary offense, punishable by a $25 fine plus the original penalty and prosecution costs.
Effective Date
The ordinance becomes effective immediately upon passage and approval by the Mayor.
