Waste Collection Rules

Under Section 1, municipal waste, refuse, and recyclables must be placed at the edge of the cartway or a designated collection area according to the following schedule:

• Standard Collection: Items may be placed out no sooner than 11:00 a. m. on the day before the scheduled collection day.
• Special Collections: For extra, special, or oversized waste on a specific date other than the normal schedule, items may be placed out no sooner than 11:00 a. m. on the day before that specially scheduled collection date.

Penalties for Violations

Section 2 establishes fines for any person, association, or business entity convicted of violating the ordinance. The penalties are structured based on the number of offenses within a twelve-month period:

• First Offense: A fine between $25. 00 and $50. 00.
• Second Offense: A fine between $50. 00 and $100. 00.
• Third or Subsequent Offense: A fine between $100. 00 and $300. 00.

Effective Date

The ordinance was enacted on May 3, 2021, and takes effect immediately upon adoption. It was signed by Borough President Donald M. Zimmer and Mayor Theodore R. Tyler, with the Secretary attesting to the action.
