Meeting Overview The Williamsburg Borough Council held its regular meeting on Monday, October 6, 2025. The session was called to order at 7:00 p. m. by Ed Patterson. Attendees: Council Members Present: Karyn Shaw, Paula Hamilton, Bruce Hamilton, Jim Price, Mathew Webb, Ed Patterson, and Ted Hyle. Others Present: Myranda Isenberg, Natalie Gorsuch, David Flaig, and Maggie Merritts. Financial Reports The council reviewed the Treasurer’s Report for September and approved the payment of bills. Treasurer's Report: Approved by Jim Price (seconded by Bruce Hamilton). Bills Ratification: Paula Hamilton moved to ratify bills and intervening payroll in accordance with Resolution #2018-2. The motion passed unanimously. Bill Payments: Paula Hamilton moved to pay the bills due. The motion passed unanimously. Borough Manager Updates The Borough Manager provided updates on several community and administrative matters: School Resource Officer: The council discussed the lack of a resource officer at the local school. While grant money was used in the past, current options are limited. Ted Hyle suggested having an officer patrol the school occasionally, and Ed Patterson suggested recruiting a retired officer. Pension Contributions: The council adopted Ordinances 419 and 420 regarding police and non-uniform pensions. Employer Contributions for 2026: Set at 20% for the non-uniform plan and 30% for the police plan. Ellis Property: An appeal hearing regarding an unsafe/dangerous structure was held on September 25. The code officer's decision was upheld, and the owner was given a deadline of December 31, 2025, to comply. Trick or Treat Night: Scheduled for October 30th from 6:00 p. m. to 8:00 p. m. , aligning with the rest of Blair County. Chamber of Commerce: The council voted to join the Blair County Chamber of Commerce for $299 per year to access resources and collaborate with other municipal managers. LSA Grant: The council adopted Resolution 2025-4 to apply for a grant for a new F-550 truck. PennDOT Agreements: The council signed agreements for bike route maintenance (PennDOT provides stencils/signs; Borough handles upkeep) and drainage maintenance (Borough responsible for cleaning storm drains and underground infrastructure). Catharine Township Equipment Lease: The council voted to add Catharine Township to the existing equipment lease agreement with Huston Township, Woodbury Township, and the Municipal Authority. Basketball/Pickleball Court: The group decided to delay purchasing a pickleball net until spring due to high shipping costs from England. Unfinished Business Morris Property: The unsafe structure notice remains on the property. It is expected the bank will take over the property.
