MARTINSBURG BOROUGH COUNCIL MINUTESBUDGET MEETINGOCTOBER 18, 2021 A special meeting of the Martinsburg Borough Council was held on Monday, October 18, 2021, to work on the 2022 budget and for general purposes. The meeting started at 6:00 p. m. with prayer by Rich Brantner, Jr. and the Pledge of Allegiance. ELECTED OFFICIALS PRESENT: Mayor Richard A. Brantner, Sr. , President P. Robert Dickson, Vice-Pres. Pro-tem Ed Bennett, Councilman Neil E. Gartland, Councilman Charles E. Kensinger, Councilman Darin B. Meck and Councilwoman Linda K. Smith (Durban Metzler was absent) In addition to council, present were Manager Richard Brantner, Jr. , Secretary/Treasurer Jane Staily, Chief Kerry Hoover DRAFT BUDGET NO. 2022-03 was presented and reviewed in detail. The General Fund was unbalanced by $1,770 in this draft ($1,770 more expenses than revenue). After reviewing it line by line the following DRAFT BUDGET NO. 2022-04 was prepared. This budget portrays no real estate tax millage increase using the current millage of 1. 967: DRAFT BUDGET 2022-04 GEN FUND ALL OTHER FUNDS TOTAL FUNDS Estd Bal on Hand, Jan 1, 2022: 163,407 432,540 595,947 Revenue: 911,210 210,846 1,122,056 Expenditures: 911,210 175,102 1,086,312 Estd Bal on Hand, Dec 31, 2022: 163,407 468,284 631,691 Draft Budget No. 2022-04 reflects an overall 2. 45% wage category increase ($445,300) over the 2021 Budget wage categories ($434,660). President Rob Dickson received estimates for a COMMERCIAL GENERATOR from Power Systems Electric, Inc. to be considered for purchase through the AMERICAN RESCUE PLAN money as follows:Gas $15,500 – air cooledDiesel (1) $26,200 – water cooledDiesel (2) $31,600 – water cooledThese prices are good for thirty (30) days. The prices are Co-Star priced so they will not need to be put out for bid. The company will install the generator and we will pour the concrete pad. The generators quoted have a 24-hour run time. The borough already has an off-road diesel storage tank at the borough garage. The generators have an exhaust system and a residential silencer and are not real loud. A natural gas generator is not an option since the gas line does not run past the municipal building. Chuck Kensinger mentioned how fortunate our borough is that without W. Gene Henry’s generous donations in prior years we wouldn’t be discussing the much needed genterator this eveing. Chief Kerry Hoover is working on the police wages and benefits costs to update the new two-year police agreement between Martinsburg Borough and HUSTON TOWNSHIP. He will prepare an agreement for council to consider at the November meeting.
