Meeting Overview
The Altoona City Council met on Monday, November 10, 2025, at 6:00 P. M. in the Council Chambers of the City of Altoona Training Facility (1320 Washington Avenue). The meeting was televised on Public Access Channel 14.
Attendees:
- Present: Mayor Pacifico, and Council members Beatty, Butterbaugh, Clinich, Ellis, Ickes, and Kelley (via phone).
- Absent: None reported.
Public Comment & Presentations
- Audit Report: Chris Shirock of YOBCO presented the City’s 2024 Audit Report, confirming it was a "clean audit. "
- ICE Cooperation: Larry Carter (1105 Broadway) requested the Council limit cooperation with ICE, suggesting an ordinance be passed to clarify that the City is not required to act as an enforcer for ICE.
- Zoning Inquiry: Devin Saylor (1515 25th Avenue) questioned the zoning for a friend's business located at 3620 Beale Avenue. He was encouraged to speak with City staff after the meeting.
Resolutions Passed
The Council voted on several resolutions. Item (e) was pulled for a separate vote and failed 0 to 7. All other items passed unanimously (7 to 0).
- a) Minutes Approval: Approved the minutes from the October 14, 2025 meeting.
- b) Police Contract: Approved a three-year Collective Bargaining Agreement (Jan 1, 2026 – Dec 31, 2028) between the City and the Fraternal Order of Police (FOP), Mountain City Lodge No. 8.
- c) Demolition Bid: Awarded a demolition bid for the property at 111 6th Avenue to G&R Excavating & Demolition for $12,578. 00.
- d) Fire Equipment Grant: Authorized an application for a Pennsylvania Local Share Account Statewide Grant in the amount of $252,694. 00 to replace fire hoses and nozzles.
- e) Repository Bid (Failed): A bid of $777. 00 from Cloves Peter Ranz for property at 3127-33 7th Avenue was rejected.
Ordinances Introduced
- PMHIC Membership: An ordinance was introduced to join the Pennsylvania Municipal Health Insurance Cooperative (PMHIC) and enter into an intergovernmental agreement. Introduced by Vice-Mayor Ellis.
- 2026 Budget: The 2026 Municipal Government Budget Ordinance was introduced by Councilman Ickes and passed its first reading unanimously.
Community Updates & Announcements
- Medical Assistance: Councilman Ickes thanked the Altoona Police, Fire Department, and AMED for assisting a resident needing medical help after a church service.
- Tribute to Ted Beam: Councilman Butterbaugh and Vice-Mayor Ellis paid tribute to the late Ted Beam, recognizing his decades of faithful service on various City boards and authorities.
