Meeting Overview

The Altoona City Council met on Monday, May 11, 2026, at 6:00 P. M. in the Council Chambers of the City of Altoona Training Facility (1320 Washington Avenue). The meeting was televised on Public Access Channel 14.

Attendees:

• Presiding: Mayor Pacifico
• Present: Council members Beatty, Butterbaugh, Clinich, Ellis, Ickes, Kelley, and Mayor Pacifico.

Resolutions and Votes

The Council reviewed several resolutions regarding project awards, fund transfers, and property bids.

Approved Resolutions:

• Minutes Approval (0050-26): Approved the minutes from the April 13, 2026 meeting.
• Pool Renovations (0051-26): Awarded the Prospect Pool Swimming Pool Renovations Project to Main Line Commercial Pools, LLC for $3,657,750. 00.
• CDBG Fund Transfers (0052-26): Amended the Community Development Block Grant Program to transfer funds totaling approximately $292,769. 63 from completed or cancelled projects (Pleasant Village Lighting, Roofing, and Railroaders Memorial Museum) to the new Green Avenue/11th Street Towers Sidewalk Project.
• Demolition Bids (0053-26 & 0054-26): Awarded demolition bids to G&R Excavating & Demolition for:
  • 101 E. Walnut Avenue: $19,262. 00
  • 118 6th Avenue: $14,158. 20
• Demolition Bid (0055-26): Awarded a demolition bid to G&R Excavating & Demolition for 1518 4th Street for $24,882. 00.
• Repository Bid (0056-26): Approved a bid of $1,500. 00 from Jonathan Wolf-Pyramid Healthcare Properties for the property at 810 6th Avenue.

Rejected Resolutions:

• Olupheso Holdings Bids (0057-26): The Council voted 0 to 7 against approving repository bids submitted by Olupheso Holdings, LLC for various properties (including 3rd Avenue, 13th Aly, and 16th Avenue).

Special Note on Item (g): A motion was made to adopt the resolution for 810 6th Avenue (Item g) separately from the rejected Olupheso bids. This motion passed 7 to 0.

Council Announcements and Updates

• Police Department: Councilman Kelley commended the Altoona Police Department (APD) for arrests made during a motorcycle drag racing incident and for their general work regarding unauthorized vehicles (dirt bikes/mini bikes) on roadways.
• National Police Week: Vice-Mayor Ellis recognized National Police Week and thanked law enforcement.
• Community Cleanups: Vice-Mayor Ellis thanked community members for participating in the Nehemiah Project cleanups and reminded residents that Overflow Clean Ups continue on Wednesdays for the remainder of May.
