Meeting Overview
The Altoona City Council met on Monday, August 11, 2025, at 6:00 P. M. in the Council Chambers of the City of Altoona Training Facility. The meeting was televised on Public Access Channel 14.
Attendees:
- Present: Mayor Pacifico, and Council members Beatty, Butterbaugh, Clinich, Ellis, Ickes, and Kelley.
- Absent: None reported.
Public Comment
Two residents addressed the council:
- Bonita Shreve: Expressed strong opposition to the upcoming Pride Parade in downtown Altoona, citing concerns about the conservative nature of the area and the protection of children.
- Bob Kutz (Blair Bedford Labor Council): Thanked the City Manager for working on licensing changes. He requested that the council continue the operation of a specific board to oversee the "three-strike rule," noting the board members are knowledgeable.
Resolutions and Votes
The council reviewed several resolutions. Items m and n were pulled for separate votes and failed (0-7). Item i was also pulled for a separate vote and passed 6-1 (Mayor Pacifico voted no). The remaining items (a-g and j-l) passed by consent vote 7-0.
Key approvals included:
- Minutes: Approval of the July 14, 2025 meeting minutes.
- Asphalt Project: Awarded to CriLon Corp. for $85,468. 49 (Highway Aid Fund).
- Tree Project: Awarded to Henry Enterprises, Inc. for $6,417. 50 (General Fund-Tree Maintenance).
- 8th Street Project: Amended the 2024 CDBG program to create a curb and sidewalk project with a total transfer of $205,331. 88 from the Blighted Property Program.
- Demolition Bid: Awarded to G&R Excavating & Demolition for $15,645. 50 (All Together Altoona Fund).
- Consolidated Plan: Adopted the 2025-2029 CDBG/HOME Consolidated Plan.
- Appointments:
- Cory Tubo appointed to the Altoona Parking Authority (term expires Jan 2028).
- An appointment to the Zoning Hearing Board was tabled.
- Tourist Promotion: Concurred with Blair County Commissioners' certification of "Discover Blair County" as the designated Tourist Promotion Agency.
- Repository Bids: Approved bids for tax district forms from Daniel Albright ($1,500), Amber Parisi ($250), and Michael Henninger ($20).
Ordinances
Three ordinances were introduced:
- Subdivision of Land (Chapter 640): Amended to repeal and replace current text. Introduced by Councilman Butterbaugh.
- Zoning (Chapter 800): Amended to repeal and replace current text. Introduced by Vice-Mayor Ellis.
- Code Amendment (Chapter 270): Introduced by Councilman Butterbaugh.
Adoption of Ordinance No. 5831: The council adopted an ordinance authorizing the vacation and abandonment of the N. 7th Avenue Alley between N. 19th Street and N. 20th Street. This allows the Mayor and City Clerk to execute a quit claim deed to Holly & Michael Bianconi, relinquishing city interest in the property. The vote passed 7-0.

- City Manager Updates: None reported.
- Discussion: Vice-Mayor Ellis thanked staff for their work with "czb" regarding the rewrite of Zoning and SALDO ordinances.
- Media: Bill Kibler of the Altoona Mirror asked questions.
