Hollidaysburg Borough Council Meeting Agenda Date: Thursday, August 13, 2026 Time: 7:00 P. M. Location: Council Chambers, Hollidaysburg Municipal Building Key Agenda Items Call to Order & Pledge of Allegiance Approval of Minutes: Review of the July 9, 2026 Regular Council Meeting minutes. Swearing-in Ceremony: Officer Noah Deremer will be sworn in by Mayor Chad Repko and Chief of Police Richard Oldham. Public Hearings Ordinance 920: A public hearing regarding the amendment of Chapter 15 to allow for electronic payment of metered parking fees in the downtown business district. Ordinance 921: A public hearing for the rezoning of property on the 800 block of Amelia Street from R-2 (General Residential) to C-3 (Highway Commercial). Staff Reports & Special Business Reports: Manager’s Report, Monthly Financial Report, Community Development Report, Director of Community Relations and Events Report, Chief of Police Report, Fire Marshal Report, and Civil Service Commission updates. Unfinished Business Stormwater Mitigation (Gaysport): Update on the project contractor; the drain line is complete, and pond construction has begun. Stormwater Management (East End): Update on easements and joint permit applications with the Pennsylvania DEP. Blight Committee: Updates on vacant property ordinances and Health and Safety Ordinance reviews. Ordinance 920 (Parking Fees): Recommendation to update codes for electronic and mobile app parking fee collection. Just Park Contract: Recommendation to enter a three-year contract with Just Park for electronic parking meter fees and violation fines. Vacant Property Ordinance: Presentation of the final draft prepared by the Blight Committee. Ordinance 921 (Amelia Street Rezoning): Review of the petition submitted by the Replogle family to rezone their property from residential to commercial. New Business Shade Tree Commission Appointment: Recommendation to appoint John Whitlock to fill the vacancy left by Mayor Repko. Resolution 2026-28 (Parking Rates): Recommendation to increase the metered parking rate from $0. 50 to $1. 00 per hour and set the parking ticket fine at $20. 00. Speed Limits: Discussion requested by Councilman Leahey. Other Items Mayor’s Report Public Comments & Petitions: Five-minute time limit for residents to address the Council. Consent Agenda Resolution No. 2026-27: Includes approval of Bill List No. 7 ($127,852. 25), Pay Estimate #2 for the Gaysport Stormwater Management Project ($82,939. 20), and a Certificate of Appropriateness for business signage at 522 Allegheny Street.
