Meeting Overview

The Williamsburg Borough Council held its regular meeting on Monday, March 2, 2026. The session was called to order at 7:00 p. m. by Ed Patterson. Council members present included Karyn Shaw, Mathew Webb, Ed Patterson, Steve Niebauer, and Ted Hyle.

Financial Reports

  • Treasurer’s Report: The council approved the Treasurer’s Report for February.
  • Bills and Payroll: Council ratified bills and intervening payroll in accordance with Resolution #2018-2.
  • Payments: A motion was made and passed to pay all bills due.

Borough Manager Updates

Peddler Permit Cost Increase Council discussed raising the cost of peddler permits due to administrative workload and recent incidents involving unpermitted solicitors.

  • Decision: The council approved a motion to increase the permit cost from $20/day and $100/year to $30/day and $150/year.

Lutheran Church Sign Approval The Lutheran Church requested permission to install a digital LED sign on Plum Street. While there are no ordinances banning LED signs, concerns were raised regarding brightness.

  • Decision: Council approved the installation of an LED sign, provided it has dimming capabilities to adjust for nighttime brightness.

Terry Stahl Property (Liberty Street) A property on Liberty Street is currently occupied by someone who is not paying rent but is running a business there. The occupant had previously planned to buy the property via articles of agreement but backed out when an inspection was required.

  • Action: Council will contact the solicitor to determine the borough's legal standing regarding this situation.

Infrastructure and Agreements

PennDOT 866 Project

  • Surveying: PennDOT has begun surveying in preparation for the 866 project.
  • Lay Down Yard: New Enterprise was awarded the project and requested to use the Penelec property as a lay-down yard. They agreed to fill in a pit on the property using dirt from their work site, pending PennDOT approval.
  • Decision: Council approved and signed the agreement allowing New Enterprise to use the property.

HALAS Agreement The Hollidaysburg Ambulance Service (HALAS) provided a service agreement. While the original draft was for 10 years, council suggested a shorter term.

  • Decision: Council approved the agreement with a two-year term.

Polling Place Agreement The Board of Elections requested the use of the borough building for the 2026 elections.

  • Decision: Council approved the agreement to use the building as a polling place on May 19, 2026, and November 3, 2026.

Rental Inspections Council discussed the rental inspection schedule. Currently, inspections occur every two years, costing landlords approximately $1,200 per cycle.

  • Discussion: Some members suggested extending the schedule to five years to reduce costs, while others argued this could lead to non-compliance.
  • Action: Council members will read the rental ordinance and revisit the topic at the April meeting.

Unfinished Business

  • Morris Property: No updates.
  • America 250 yr. Celebration: Planning is underway for June 27th and 28th, including a reenactment at the Farm Show area.
  • LEMC Coordinator: No updates; no volunteers found yet.
  • License Agreement with Cenveo: No updates.
  • Grants for Penelec Property: BluAcres has offered assistance with a wetland grant.
  • Ellis Property (Unsafe Structure): No new updates; the inspector is working with the solicitor on next steps.
  • Pickleball Court: Council received information from Frankstown regarding the brand of posts needed; they are currently seeking a supplier.

Other Items

  • Virginia Helsel (Chickens): Chief Hauser hand-delivered a letter to Virginia Helsel on March 1st, giving her until March 31st to remove chickens from the property.
  • Rails to Trails Bridge: A one-call service was recently completed for the bridge repair. While donations have been received, there is no confirmed timeline for completion yet.
