Meeting Overview The Williamsburg Borough Council held its regular meeting on Monday, March 3, 2025, at 7:00 p. m. The meeting was called to order by Ed Patterson and the roll call was conducted by Joe Lansberry. Council Members Present: Ed Patterson Paula Hamilton Bruce Hamilton Dakota Biddle Karyn Shaw Ted Hyle Others Present: Rowdy Kagarise, Adam Hauser, Myranda Isenberg, Natalie Gorsuch, Scott Bush, Jim Price, and Maggie Merritts. Council Seat Vacancy Jim Price was appointed as the new council member to replace Mike Biddle. Maggie Merritts and Jim Price had expressed interest in the vacant seat, and their letters of interest were reviewed by council members. Mayor Hyle swore Jim Price in during the meeting. Public Comment Scott Bush (638 W. 2nd Street) raised concerns about a neighboring property being a mess, with debris like wood, paint chips, and glass falling onto his property. The owner of the neighboring property had requested permit extensions that were denied. Decision: A motion was made to have Lansberry contact the inspection agency to determine the next steps for addressing this issue. The motion carried unanimously. Treasurer’s Report and Bills Due Bruce Hamilton inquired about negative amounts in the expenses, which Myranda Isenberg explained were credits from the Authority and Fire Commission for workers' compensation and reimbursements for street lights and bridge light expenses. Decisions: The Treasurer’s Report for February was approved. Bills and intervening payroll were ratified in accordance with Resolution #2018-2. Bills due were approved for payment. Chief of Police Report Police Personnel: Dave Flaig was promoted to the full-time Sergeant position. Mayor’s Report Mayor Hyle announced that Adam Hauser will soon take over as chief of police, with no other changes expected. He also stated his intention to run for another four years as mayor. Borough Manager Updates Grants for Penelec Property: A motion was made to allow people to look for grant money for the Penelec property. Government Domain Email: The council suggested looking into a more secure email for the borough and possibly sharing the cost with the police department. Energy Provider: Isenberg reported that the broker for the borough’s energy provider wanted her to sign a new contract effective after 2028. Lansberry and Hyle expressed discomfort with signing a long-term contract at this time. Explore Altoona Decertification: Lansberry stated the borough was interested in decertifying Explore Altoona, but Hyle had questions about the benefits. There was no interest among council members to decertify at this time. Polling Place Agreement: A motion was made to accept the letter from the Board of Elections allowing the borough building to be used as a polling place for 2025. WMA (Harry Mullins Resignation/Appoint Pat Prough): A motion was made to accept Harry Mullins’s resignation from the Municipal Authority and appoint Pat Prough in his place. Penelec Property Appraisal: The appraisal cost was $600, and the property appraised at $7,000. It was decided not to sell the property for now due to its high value relative to trade work. Amy Morris Hearing: Nathan Karn will attend the hearing on March 13, 2025, at 10:15 a. m. Other Business Stray Cats: Lansberry stated the borough can accept donations for trapping and spaying/neutering cats. Shaw expressed interest in contacting Zoe Wilt to inform residents about this. Debris Cleanup: Shaw suggested coordinating with the county to clean out debris under the bridge at the race. Lansberry noted they would need to contact Paul Schaffer with the county. Hamilton Fire/Police: Price Recreation and Community Affairs: Webb Personnel, Finance: Ed Patterson, Dakota Biddle, Mathew Webb Property, Equipment, and Streets: Paula Hamilton, Bruce Hamilton, Mathew Webb Adjournment The meeting was adjourned at 7:45 p. m.
