Meeting Overview The Williamsburg Borough Council held its regular meeting on Monday, June 1, 2026. The session was called to order at 7:00 p. m. by Dakota Biddle and adjourned at 7:55 p. m. Attendees: Council Members Present: Karyn Shaw, Mathew Webb, Ed Patterson, Maggie Merritts, Steve Niebauer, Jim Price, Dakota Biddle, and Ted Hyle. Others Present: Myranda Isenberg, Alana Isenberg (Jr. Council Member), Adam Hauser, Scott Bush, Tina Brantner, Wayne Baker, Dylan Baker, Janelle Stiffler, Solomiya Flaig, Jeff and Lauren Ellis, Alfreda Hite, and Dave and Betty Lloyd. Public Comment Residents raised several concerns regarding local ordinances and police conduct: Dave and Betty Lloyd (124 Pine Acres Dr. ): Complained about police involvement in a civil property line dispute with a neighbor. They argued that if the matter is civil, police should not respond to calls from the neighbor. Councilman Hyle explained that police are required to investigate when a call is received. Solomiya Flaig (527 W. 1st Street): Requested that the council review and amend the borough ordinance regarding recreational fires to allow residents to use fire pits for non-cooking purposes. Jeff Ellis (632 W. 2nd Street): Addressed the council regarding his condemned property at 634 W. 2nd Street, asking why he was being targeted. He presented photos of other borough properties with similar issues. Councilman Lansberry noted that most issues could be handled under the nuisance ordinance and stated the borough is filing an injunction against Ellis, so pending litigation would not be discussed. Financial Reports Treasurer’s Report: The report for May was approved by a motion from Niebauer, seconded by Price. Bills Due: Bills and intervening payroll were ratified in accordance with Resolution #2018-2 (motion by Patterson, seconded by Niebauer). Payment: A motion to pay the bills due was made by Webb and seconded by Shaw. Departmental Reports Chief of Police (Adam Hauser): Requested that residents notify him if they notice properties with overgrown grass. Mayor (Nichole Nagle): Was not present. Mayor Hyle reported attending an ambulance meeting with HALAS and offered to serve as the liaison between the borough and HALAS. He also noted that the fire and police committee met to discuss police department matters and invited questions or concerns from the public. Engineering: Councilman Lansberry reported no updates from the EPA regarding samples taken at the Penelec property. He will follow up if they do not contact him with results. Borough Manager Updates Resolution 2026-2: The council adopted the Blair County Hazard Vulnerability Assessment and Mitigation Plan. Rental Inspections: CCIS reported a landlord with several properties needing inspection who is not cooperating, and another where the tenant has cancelled scheduled inspections multiple times. The council voted to cite the property owners. WVFD 100th Anniversary Parade (7/18/26): The council voted to participate in a tree grant program where residents can select trees for the parade. Baseball Banner: Permission was granted to youth baseball to place a banner on the tennis court fence. Unfinished Business Morris Property, LEMC Coordinator, License Agreement with Cenveo, Grants for Penelec Property, Pickleball Court: No updates were provided for these items. New Business Light Pole: Councilwoman Shaw raised a concern about a light pole across from the garage on High Street being in very bad shape.
