Meeting Overview

The Williamsburg Borough Council held its regular meeting on Monday, July 7, 2025. The session was called to order at 7:00 p. m. by Ed Patterson.

Attendees:

  • Council Members Present: Ed Patterson, Dakota Biddle, Paula Hamilton, Bruce Hamilton, Mathew Webb, Jim Price, and Ted Hyle.
  • Others Present: Adam Hauser, Myranda Isenberg, Allan Overdorff, and Frank Rupeka.

Key Decisions and Reports

Public Comment: Pine Acres Drive

Frank Rupeka raised concerns regarding a situation on Pine Acres Drive. The council discussed the following:

  • Status: Pine Acres Drive is a private drive; the Borough is not responsible for upkeep.
  • Action: The council agreed to send a letter to residents clarifying this status to eliminate confusion.
  • Responsibility: While the Borough has a maintenance right-of-way for waterlines, resident disagreements are considered civil matters.
  • Next Steps: Borough Manager Lansberry will contact Nathan Karn to draft the explanatory letter.

Financials

  • Treasurer’s Report: Approved for June (Motion by B. Hamilton, seconded by Webb).
  • Bills and Payroll: Bills and intervening payroll were ratified in accordance with Resolution #2018-2 (Motion by P. Hamilton, seconded by Webb).
  • Payment: A motion to pay bills due was carried (Motion by Price, seconded by P. Hamilton).

Chief of Police Report: Aerial Communications Contract

Chief Hauser requested approval to update police computers with a two-step security process via Aerial Communications.

  • Cost: The Borough’s cost is $781. 22 for three computers.
  • Fees: The license fee is $12 per month ($3 per employee).
  • Tax Exemption: Councilor Isenberg will prepare a tax-exempt certificate to remove the $44. 22 tax from the bill.
  • Outcome: Motion to approve and pay for the security update was carried (Motion by P. Hamilton, seconded by Biddle).

Borough Manager Updates

  • Catharine Twp. Equipment Lease: The Borough received a request from Catharine Township to update the equipment list for their sharing agreement. Lansberry will coordinate with Greg Haney (Catharine Township Roadmaster).
  • Tree on W. 2nd St: A tree across from the library is in poor condition with dead branches posing a risk. The Borough may ask the homeowner to remove it; if not, the Borough will incur the cost as it is on Borough right-of-way.
  • LSA Grant for F550: The council approved moving forward with a grant application for an F550 (the oldest piece of Borough equipment). Sherry Socie from the Planning Commission will assist with the application.
  • Cats on Plum St: Concerns were raised about approximately 40 stray cats being fed regularly. Hauser is in contact with the resident but has not fully investigated.
  • Stiffler, McGraw, and Associates Golf Outing: An invitation was extended for the annual outing on Thursday, August 28th. Council members wishing to attend must notify Isenberg by July 24th.
  • Rental Inspections: Progress is being made on inspections.
  • America 250 yr. Celebration: No volunteers have stepped forward to represent the Borough, but participation is not required. Lansberry will check with Karn regarding potential financial help for fireworks.
  • Virginia Helsel (Chickens): Chickens are still present on the property, but a fence has been erected to block visibility.
  • Basketball/Pickleball Court: Travis Prough offered to donate labor and help pour concrete.
    • Option 1 (Extend existing court): 6 yards of concrete, 15 tons of stone. Cost: **$1,400**.
    • Option 2 (Full replacement): 22 yards of concrete. Cost: $4,800.
    • Decision: The council voted to extend the existing court (Motion by P. Hamilton, seconded by B. Hamilton).
  • License Agreement with Cenveo: Still awaiting revisions from Cenveo.
  • Ellis Property: CCIS applied for a permit regarding an unsafe structure, which has passed.
  • Emergency Coordinator: Bill Deters is resigning from the position. Hyle will inquire about interested replacements.

Unfinished Business

  • Morris Property: The property remains vacant and unsold.
