Meeting Overview
The Williamsburg Borough Council held its Regular and Reorganizational Meeting on Monday, January 5, 2026. The meeting was called to order at 7:00 p. m. by Mayor Ted Hyle.
Reorganization and Elections
The council conducted the reorganization portion of the meeting, which included administering oaths of office to new members and electing leadership.
- Oaths Administered: Mayor Hyle administered oaths to Steve Niebauer, Ed Patterson, Jim Price, Mathew Webb, and Dave Myers (Boro tax collector).
- Council President: Dakota Biddle was elected President after Ed Patterson declined the nomination.
- Vice President: Ed Patterson was elected Vice President.
- President Pro-Tem: Jim Price was appointed to this role.
Appointments and Personnel
Several key appointments were made during the meeting:
- Vacant Council Seat: Maggie Merritts was appointed to fill a vacant council seat.
- Municipal Authority Board: Ed Patterson was appointed to the board for another term.
- Administrative Staff: The council voted to retain:
- Evey Black Law Offices as solicitor.
- Joe Lansberry as Borough Manager.
- CCIS for code enforcement and rental inspection services.
- Young, Oakes, Brown, and Co. as auditor.
- Committee Assignments:
- Property, Equipment, and Streets: Jim Price and Karyn Shaw.
- Fire and Police: Steve Niebauer.
- Recreation and Community Affairs: Maggie Merritts.
Financial Updates
- Treasurer’s Report: The report for December was approved.
- Bills and Payroll: Bills and intervening payroll were ratified in accordance with Resolution #2018-2.
- Tax Collection: Tax Collector Dave Myers reported collecting approximately 90% of the assessed value in property taxes. He presented a list of residents who have not yet paid and will send the list to the county for collection.
Borough Manager’s Report
The Borough Manager provided updates on several operational matters:
- Resolution 2026-1 (PA 811): Adopted to designate "Safe Digging Month. "
- Liquor License: Brad Claycomb applied for a liquor license to start a distillery; the council received a letter from the state regarding this application.
- Health Insurance: Sergeant Flaig requested family coverage. The council was informed that covering a family of his size would cost the Borough approximately $1,600 per month (70% of the total cost). The council voted to keep coverage limited to employees only.
- Labor Rate: The current labor rate of $25/hr was raised to $40/hr to account for recent raises given to borough employees.
- Vacation: Sergeant Dave Flaig was granted his one-week vacation starting January 5, 2026.
Unfinished Business
- Morris Property: No updates.
- America 250 yr. Celebration: M. Isenberg will post again seeking a volunteer to represent Williamsburg.
- LEMC Coordinator: Mayor Hyle will ask Greg Haney if he is interested in the position, as he is no longer the road master for Catharine Township.
- Grants for Penelec Property: The council will check with BluAcres regarding grant writing services.
- Ellis Property: A citation was issued to Mr. Ellis for failing to complete required work by the December 31st deadline.
- Virginia Helsel (Chickens): The solicitor will be contacted to determine next steps regarding a dispute over support animals.
Adjournment
The meeting was adjourned at 7:45 p. m. The next council meeting is scheduled for Monday, February 2, 2026, at 7:00 p. m.
