Overview This document outlines the policies and application procedures for obtaining a handicap parking sign in Altoona, PA. Eligibility and General Rules One Stall Per Residence: Only one on-street stall is considered per private residence. Multi-tenant and commercial requests are reviewed case-by-case. Vehicle Restrictions: The stall is for one vehicle only. Trailers, RVs, and commercial vehicles are prohibited. Usage: The stall is reserved for any handicapped placarded vehicle, not just the permit holder's personal vehicle. Snow Emergencies: Vehicles must be moved during snow emergencies; no accommodation is provided. Driveway Access: Residents with direct driveway access from the street are not eligible. Safety & Code Compliance: Stalls will not be granted if they conflict with PA Motor Vehicle Code, city ordinances, or if the Engineering Department determines the placement creates an unsafe situation (e. g. , limiting site distance).
