Blair County Election Office Information

Office Hours

  • Standard: Monday – Friday, 8:00am – 4:00pm (open through lunch).
  • Election Days: 7:00am – 8:00pm.

Voting Methods & Ballots

  • Voting Machines: ES&S DS200 precinct scanners and Express Vote machines (ADA compliant).
  • Poll Books: Paper poll books are used; electronic poll books are not available.
  • Mail-In/Absentee Ballots:
    • Application: Apply online at www. vote. pa. gov, in person, or by mail.
    • Distribution: Mailed out by vendor NPC, Inc.
    • Drop-off: Only the voter may drop off their own ballot at the main office window.
    • Curing: Blair County does not allow voters to cure absentee or mail-in ballots.
    • Lost/Missing Ballots: Call 814-693-3150 to inquire. The office will cancel and reissue a ballot if necessary.
  • In-Office Voting: Registered voters can apply for and vote a mail-in ballot in the office once ballots are available from the vendor.
  • Drop Boxes: Blair County does not have any drop boxes within the county.

Election Day Operations

  • Counting Mail-In Ballots: Begins at 7:00am on Election Day and continues 24 hours a day until all ballots are counted.
  • Observing Counting: One authorized representative per candidate and one per political party may observe the pre-canvass/canvass. Names must be submitted to the Election Director prior to Election Day.
  • Election Night Results: Posted on www. blairco. org under "Popular Links. " Includes mail-in/absentee ballots canvassed from 7am-8pm and all precinct vote totals.

Poll Workers & Watchers

  • Becoming a Poll Worker: Contact Virginia Clapper at 814-693-3150.
  • Pay: Judges of Election receive $150; Inspectors/Clerks receive $125. Checks are mailed by the County Controller about 3 weeks after the election.
  • Becoming a Poll Watcher: Appointed by a Candidate or Political Party. The party must have a candidate on the ballot. A list of registered voter names must be submitted to the Election Office one week before the election. Watchers must have a certificate from the Election Office and are limited to 1 per candidate and 1 per party inside the polling place.

Political Yard Signs

  • Placement: Blair County does not police sign placement; local municipality ordinances or PennDOT regulations apply.
  • Polling Places: Candidates may place signs at designated polling places the morning of Election Day and must remove them when polls close at 8pm.
  • Stolen Signs: The Election Office cannot assist with stolen signs. Contact local police or the municipality highway department/PennDOT.

  • Total Precincts: 93
  • Congressional District: 13th
  • PA Senate District: 30th
  • PA Legislative Districts: 79th and 80th

Precinct Breakdown by Legislative District:

  • 79th Legislative District: City of Altoona, Allegheny Township, and Logan Township.
  • 80th Legislative District: Antis Township, Bellwood Boro, Blair Township, Catharine Township, Duncansville Boro, Frankstown Township, Freedom Township, Greenfield Township, Hollidaysburg Boro, Huston Township, Juniata Township, Martinsburg Boro, Newry Boro, North Woodbury Township, Roaring Spring Boro, Snyder Township, Taylor Township, Tyrone Boro, Williamsburg Boro, and Woodbury Township.

Other Information

  • Provisional Ballots: Reviewed by the Official Return Board on the Friday after the election. Valid votes are scanned and added to the updated Friday afternoon report.
  • Write-In Votes: Reviewed by the Official Return Board on the Friday after the election. Updated reports with write-in votes appear on the website by 4pm on that Friday.
