Overview
The Federal Write-In Absentee Ballot (FWAB) is a backup voting method for U. S. citizens and members of the Uniformed Services or Merchant Marine who are living outside their home state or abroad. It allows voters to cast a ballot for federal offices if they do not receive their official state absentee ballot in time.
Eligibility
This form is intended for:
- Active duty members of the Uniformed Services or Merchant Marine.
- Eligible spouses and dependents of the above.
- Members of the National Guard on State orders (in some states).
- U. S. citizens living outside the United States.
How to Use the Form
The process involves three main steps:
Voter Information Page:
- Complete this section with your personal details, including your U. S. voting residence address (where you last lived before moving) and your current contact information.
- You must sign and date the statement at the bottom of this page under penalty of perjury.
- Note: If you are in Alabama, Alaska, Arizona, Puerto Rico, Virginia, or Wisconsin, you may need to provide additional information (such as a witness signature).
Official Backup Ballot:
- This section is for writing in candidates for federal offices: President and Vice President, U. S. Senator, and U. S. Representative/Delegate/Resident Commissioner.
- You may also use the "Non-federal offices" and "Ballot initiatives" sections if your state allows these to be voted on via the FWAB.
- Crucial: Do not write your name or any identifying number (like SSN) on this page to keep your vote anonymous.
Mailing:
- Place both the signed Voter Information page and the Official Backup Ballot into the provided envelope.
- Send it to your election office. You can find the address at FVAP. gov.
Important Rules
- Backup Only: If you receive your state's official absentee ballot later, you should fill that out instead. Election offices will count only one ballot.
- Registration: Some states require you to register before using this form. Check FVAP. gov for state-specific rules.
- Privacy: The ballot is designed to be folded and kept private until sealed in the envelope.
