Borough of Duncansville Council Meeting Summary Date: July 14, 2025 Location: Municipal Complex Attendance & Opening The meeting was called to order at 7:00 p. m. with the Pledge of Allegiance. Council members present included Annette Lewis, Dave Shaw, Eric Fritz, Cindy Blontz, Jeffrey Lynn, Jerrica Grance, Rodney Estep, and Nicole Estep. Prior Meeting Minutes The minutes from the June 25, 2025 meeting were approved. Moved by: Cindy Blontz Seconded by: Nicole Estep Visitors & Reports Auditor (Dan Bradley) Mr. Bradley reviewed the 2024 audit findings, explaining cash balances and other details. He suggested changes for 2026 to eliminate unnecessary tasks, specifically recommending the elimination of the truck and equipment account. Motion: Amend financial processes for January 2026 and plan for new procedures. Moved by: Dave Shaw Seconded by: Cindy Blontz Rodney Knol Mr. Knol reported that the log veining in the stream near his property requires repair after a defector failed and washed out during a storm on June 18. Administrative & Mayor’s Reports Ms. Grance and the Mayor confirmed that their respective reports were included in the meeting documents. The Police Report was approved. Moved by: Cindy Blontz Seconded by: Jeff Lynn Manager’s Report (Rodney Estep) Insurance: The borough's policy is up for renewal on August 2. New rates are in the meeting packets. Municipal Building: Phase 2 renovations are underway, including ceiling tile installation and IT infrastructure. The storage room is complete. Work will continue after Community Days setup. Vehicle Purchase: A resolution was presented to purchase a 2025 F-600 dump truck for $76,000.00 (financed). The first payment is due in October 2026. Motion: Approve and sign dump truck resolution. Moved by: Nicole Estep Seconded by: Dave Shaw Paving: Bids for the 4th Ave paving project are closing soon. Solicitor (Mr. Emerick) A resolution was presented for the closure of the alley beside the Municipal Complex (West Fourteenth Street between Forth Avenue and Peach Street). Motion: Approve and sign resolution for the closure. Moved by: Nicole Estep Seconded by: Jeff Lynn Engineer The Engineer was not present; a report was provided to the Council. Committee Updates Building & Grounds: Phase 2 of the municipal complex is underway. Finance: Mr. Estep is working with Mike Emerick on Business Privilege tax questions regarding First Commonwealth Bank and exploring outsourcing tax collection. Fire Company: No update provided. Parks & Recreation: Music pavilion details are being finalized; construction is expected to start late August or early September. Street & Equipment: Hot patching is scheduled to begin within the next 3–4 weeks. Water & Sewer: Report approved. Duncansville Community Days: Setup is taking place through Friday, July 18. Jerrica Grance is assisting with setup. Unfinished & New Business May Bills: The council approved and paid the May bills.
