Overview
This is a Clean and Green Valuation Application for Blair County, Pennsylvania, used to apply for preferential property tax assessment. The form is based on the PA Department of Agriculture application (revised October 2013) and was updated for Blair County on March 17, 2021.
Submission Details
- Deadline: Applications must be received by the Assessment Office on or before June 1st of the year preceding the tax year.
- Exception: If a countywide reassessment occurs, the deadline is extended to October 15th.
- Amended Applications: Must be submitted within 30 days of a transfer of lands or changes to the parcel.

Fees
Applicable fees must be submitted with the application.
- Application Fee (new applications only): $50. 00
- Recording/Handling Fee: $20. 50
- Total for New Applications: $70. 50
- Amended Applications: No application fee; only the Recording/Handling Fee ($20. 50) is due.
- Refunds: The Recording/Handling Fee is refundable if the landowner chooses not to enroll or if the application is denied. The Application Fee is non-refundable.
Required Information
The applicant must provide:
- Owner Details: Names (Last, First, M. I. ) for up to four owners.
- Mailing Address: Street, City, State, Zip Code, and Daytime Phone.
- Parcel Information: Parcel ID, Control #, and Acreage for up to four parcels.
- Ownership Type: Check one: Individual, Partnership, Corporation, Institution, Cooperative, or Other.
- Current Assessment Status: Indicate if the land is currently assessed under Act 515.
Eligibility Categories
Applicants must qualify under one or more of the following categories:
- Agricultural Use: Land used for producing an agricultural commodity or enrolled in a soil conservation program.
- Must be 10+ contiguous acres OR have an anticipated yearly gross agricultural production income of at least $2,000.
- Requires details on acres in conservation programs and non-wooded land used for agriculture.
- Agricultural Reserve: Noncommercial open space lands used for outdoor recreation or scenic enjoyment, open to the public without charge.
- Requires details on non-wooded acres that have not produced agricultural commodities in the past three years.
- Forest Reserve: Land, ten acres or more, stocked by forest trees capable of producing timber.
- Requires total wooded acreage.
Additional Disclosures
The application requires disclosure of:
- Mineral Leases: Whether the land is leased for minerals (oil & gas).
- Cell Towers: Presence of cellular communication towers and associated acreage.
- Alternative Energy: Presence of Tier I alternative energy sources (solar, wind, etc. ) and acreage affected.
- Non-Agricultural Commercial Activities: Any commercial activities other than agriculture.
- Location: School District, Municipality (City/Borough/Township), and County.
- Farmstead Land: Presence of land situated under a residence or farm building supporting a residence.
- Ineligible Land: Any portion of the property that cannot be classified as ag use, ag reserve, or forest reserve.
Legal Agreement
By signing, the applicant agrees to:
- Submit 30 days' notice to the County Assessor of any proposed change in use, ownership, or division of the land.
- Acknowledge that roll-back taxes and interest may be due if the application is approved and then a change in use or ownership occurs.
- Declare that the information provided is true and correct under penalty of law (18Pa. C. S. A. Section 4904).

- All owners of record must sign the application in the presence of a notary.
- The form includes signature lines for the primary owner, additional owners, and entity officers (if applicable).
