Building/Zoning Permit Application Overview

This is a multi-page application form for the Borough of Hollidaysburg, PA, used to apply for building and zoning permits under Ordinances 441, 599, and 799. The form collects detailed information about the applicant, property owner, contractor, proposed project, site location, and fees.


Section I: Identification

Collects contact and licensing details for three parties:

  • Applicant: Name, phone, address (street/city/zip), email
  • Property Owner: Same fields as applicant
  • Contractor: Name, phone, address, and State License Number

Section II: Type of Improvement

Applicant selects one or more types of improvement from a numbered list:

  1. New Construction
  2. Addition
  3. Structural
  4. Repair, replacement
  5. Change of Use
  6. Other
  7. Electric
  8. Plumbing
  9. Mechanical (Air conditioning and/or heating systems)

Section III: Site Location

Requires:

  • Site Address
  • Parcel Number
  • Zoning District
  • Historical District status

Also asks whether the site is:

  • Outside an identified floodplain area (complete Pages 1 & 2 only)
  • Within an identified floodplain area (complete Pages 1, 2 & 3)

If within a floodplain, must provide:

  • Lowest Floor Elevation (including basement)
  • 100-Year Flood Elevation

Section IV: Description of Proposed Project

Includes:

  • Estimated Starting Date
  • Estimated Completion Date
  • Estimated Total Construction or Project Cost
  • Description of proposed project (free text)

Also requires selection of:

  • Choice of Third-Party Inspector:
    • Commonwealth Code Inspection Service
    • Middle Department Inspection Agency

And Type of Construction:

  • Residential
  • Commercial

Includes a notice regarding Act 222 (“Building Energy Conservation Act” of 1980), requiring compliance for new construction, additions, or substantial renovations. Builder must provide written warranty certifying compliance.

Applicant must sign and date the form to certify authorization by property owner.


Section V: Action (Internal Use Only)

For borough staff use only — not to be filled by applicant.

Tracks:

  • Permits Approved (Zoning, Building, Electric, Mechanical, Plumbing)
  • Permits Denied + Reason for Denial
  • Whether Plans Are Required (Yes/No)

Section VI: Fees

Payment instructions:

  • No credit cards accepted
  • Checks payable to “The Borough of Hollidaysburg”

Fee breakdown includes:

  • Zoning Permit Fee
  • Building Permit Fee
  • Electric Permit Fee
  • Act 13 Fee: $4.50 (fixed)
  • Total Fee
  • Residential Zoning Deposit Fee: $25.00
  • Commercial Zoning Deposit Fee: $100.00
  • Balance Due

Section VII: Minimization of Flood Damage (Required if in Floodplain)

Requires description of construction methods/materials to minimize flood damage per municipal regulations. Must attach plans and elevations showing compliance with Borough Ordinance No. 599.

Two yes/no questions:

A. If improving existing structure, will improvement amount to 50% or more of its Market Value?
B. Estimated Market Value of existing structure (if applicable)

Requires certification by Engineer or Architect:

  • Signature, Date, Seal
  • Name, Street Address, City/State/Zip, Phone

Section VIII: Site or Plot Plan

Required for new construction, additions, driveways, sidewalks, or fences.

Must show:

  • Exact size and location of property lines
  • Proposed construction
  • Existing buildings or structures
  • Any areas subject to flooding (if applicable)

Includes an example diagram showing dimensions for:

  • Proposed Deck (25’x18’)
  • Existing House (50’x25’)
  • Existing Sidewalk (35’x3’)
  • Existing Garage (22’x22’) and another (35’x22’)
  • Property dimensions: 90’ wide x 150’ deep

Note: Plan submission required for projects regulated by Pennsylvania Uniform Construction Code.
