Borough Council Meeting Minutes Summary

Call to Order & Attendance
- Meeting called to order at 7:00 p.m. by President Sean Burke.
- Quorum present: Council members Sean Burke (President), Brady Leahey (Vice President), Jeffrey Ketner, David Jacobs, Clay Gingrich, Walter Kalista III, William Kitt.
- Also attending: Borough Manager Ethan Imhoff, Solicitor Nathan Karn, Finance Director Stacy Wert, Chief Christopher Storm, Director of Community Development Andrew Holodnik, Director of Community Relations and Events Melanie Ramsey, Mayor Chad Repko, Borough Secretary Patricia J. Duron.
- Fire Marshal Amy Hazlett was absent.
Pledge of Allegiance & Moment of Silence
Led by President Burke, followed by a moment of silence.
Executive Session
President Burke announced an executive session was held prior to the public meeting to discuss litigation and personnel matters.
Approval of Previous Minutes
- Minutes from October 9, 2025, were reviewed and approved unanimously (7 votes in favor).
- Motion made by Mr. Leahey, seconded by Mr. Ketner.

Manager’s Report
- Mr. Imhoff reported on Western PA Conservancy tree planting in Holiday Hills.
Finance Director Report
- Ms. Wert’s report included in the Council binder (not summarized here).
Community Development Report
- Mr. Holodnik presented October monthly report.
- Announced new Borough business; encouraged residents to shop local on Saturday, November 29.
- Updated on dangerous structure investigations.
Community Relations and Events Report
- Ms. Ramsey thanked attendees for support of recent activities.
- Discussed upcoming parade and tree lighting events.
Chief of Police Report
- Chief Storm presented October monthly report.
- Noted trick-or-treat night and Halloween events went well.
Chelsea Weyant, ISC
- Presented information about Intergovernmental Stormwater Committee (ISC).
Mayor’s Report
- Mayor Repko thanked everyone for support.
- Presented proclamation to Eagle Scout Nolan Lloyd for project at local church.

- Stan Neal (142 Beaver St.): Water system disruption on Nov 11 caused unexpected loss of service.
- Elda Boose (141 Bedford St.): Discussed stormwater separation work in Gaysport and Blair Township.
- Shawn Leydig (407 Bedford St.): Praised great tree on Diamond for Winterfest and Hometown Hero Banners.
- Nichole Nagle (Hollidaysburg Area Ambulance Service): Presented October ambulance report.

Borough Sidewalks Grant Program
- No applications received at this time.
Gaysport Stormwater Mitigation
- Mr. Imhoff gave update on DEP application status.
East Side Stormwater Update
- Application submitted to PennDOT.
Hydrology Report on Mini Ditch
- Greg Geishauser from Stiffler McGraw Engineers presented hydrology report on Gaysport mini ditch.
Blight Committee Update
- Mr. Kitt requested Council consider using CDBG funds toward blight mitigation for two properties.
- This item will be on December 11, 2025 agenda.
Comprehensive Plan Committee Update
- Mr. Holodnik updated on comprehensive plan status.
- Public hearing scheduled for December 11, 2025 Council Meeting.
Budget Review
- 2026 budget to be presented for adoption at December 11, 2025 Council Meeting.
Holiday Parking Meter Program
- Approved unanimously (7–0).
- Motion by Mr. Kalista, seconded by Mr. Ketner.
AFSCME Collective Bargaining Agreement
- Approved unanimously (7–0).
- Motion by Mr. Ketner, seconded by Mr. Kitt.
Civil Service Commission Amended Rules and Regulations
- Accepted unanimously (7–0).
- Motion by Mr. Kalista, seconded by Mr. Kitt.
Appoint Frank Hicks to Intergovernmental Stormwater Committee (ISC)
- Approved unanimously (7–0).
- Motion by Mr. Kalista, seconded by Mr. Kitt.
Dangerous Structure Inspection – 425 Beech Street
- Authorized investigation unanimously (7–0).
- Motion by Mr. Kitt, seconded by Mr. Ketner.
