Hollidaysburg Sewer Authority Meeting Summary (November 13, 2023)
The Hollidaysburg Sewer Authority held its regular meeting on Monday, November 13, 2023, at 5:00 PM in the Borough Council Chambers. The meeting was called to order by Chairman Regis Nale.
Attendance
- Present: James Fitch, Carol Gale, Frank Hicks, Jr. (Director of Wastewater Operations), James Gehret (Borough Manager), Dan Beyers (EADS Group), Jessica Oswald (Recording Secretary)
- Absent: James Burke, Randall Manning

Minutes
- Motion to accept October 9, 2023 meeting minutes was made by Mr. Fitch and seconded by Ms. Gale. Passed unanimously.
Engineer’s & Treasurer’s Reports
- No additional items added to the agenda for either report.
Management Report
- Discussion focused on bids received for Phase III Sanitary Sewer Improvements project.
- Consensus reached to use anticipated surplus from PENNVEST funds for an additional stormwater project.
- 2024 meeting schedule approved — all meetings remain at 5:00 PM on the first Monday of each month (January through December).

Resolution S-2023-11A
- Authorizes securing funding from the Pennsylvania Infrastructure Investment Authority (PENNVEST).
- Motion made by Ms. Gale, seconded by Mr. Fitch. Passed unanimously.
Resolution S-2023-11B
- Approves awarding Contract No. 2023-01 to Kukurin Contracting, Inc. for the Hollidaysburg Sanitary Sewer Separation and Improvements Project – Phase III.
- Authorizes appropriate officers to execute contract documents on behalf of the Authority.
- Motion made by Mr. Fitch, seconded by Ms. Gale. Passed unanimously.
Easement Agreement
- Motion to authorize execution of an easement agreement between the Authority and County of Blair.
- Made by Ms. Gale, seconded by Mr. Fitch. Passed unanimously.
Requests for Payment and Requisitions (Resolution S-2023-11C)
Approved payments totaling $218,324. 37:
- Hollidaysburg Area Sewer Authority: $178,406. 32
- Paid Invoices: $39,868. 05
- Jessica Oswald, Recording Secretary (reimbursement): $50. 00
Motion made by Mr. Fitch, seconded by Ms. Gale. Passed unanimously.
