Borough Council Meeting Summary — May 8, 2025

Meeting Details:

  • Quorum present: 6 council members (Leahey, Ketner, Jacobs, Gingrich, Kalista, Kitt via phone)
  • Absent: President Sean Burke, Fire Marshal Amy Hazlett, Director Melanie Ramsey
  • Also attending: Borough Manager Ethan Imhoff, Secretary Patricia Duron, Attorney Jeffrey Muriceak, Mayor Joseph Dodson, Finance Director Stacy Wert, Sgt. Richard Oldham

Minutes Approval

  • April 10, 2025 minutes approved unanimously (6–0) on motion by Gingrich, seconded by Kalista.

Manager’s Report (Ethan Imhoff)

  • East End Stormwater Project: Funding request updated.
  • AFSCME Collective Bargaining Agreement: Negotiations scheduled for this year.
  • Public Works Building Construction: On schedule.
  • Blair County Parking Garage Repairs: Expected to take ~6 months; parking issues will need addressing.
    • Motion: Form a 3-volunteer committee (Leahey, Ketner, Gingrich) to handle parking logistics — passed unanimously (6–0).

Finance Director Report (Stacy Wert)

Community Development Report (Mr. Holodnik)

  • April monthly report presented.
  • Coffee and Codes Workshop: Begins Friday, May 9th; continues weekly through May at varying times/locations.
  • Two new businesses announced in the Borough.

Chief of Police Report (Sgt. Oldham)

  • April monthly report presented.

Mayor’s Report (Joseph Dodson)

  • Thanked attendees and wished mothers a happy Mother’s Day.

Zoning & Permitting Decisions (HARB-related)

  1. 314 Blair Street – Window Replacements

    • Motion by Gingrich, seconded by Ketner → Passed 6–0.
  2. 223 Blair Street – Business Signage

    • Motion by Ketner, seconded by Kalista → Passed 6–0.
  3. 1011 Allegheny Street – Window Replacements with Conditions

    • Initial motion by Gingrich to approve COA as requested died for lack of second.
    • Second motion by Kalista to approve HARB’s conditional recommendation → Passed 5–1 (Kitt abstained).

Borough Sidewalks Grant Program

  • Grants still available.

Stormwater Updates (Mr. Imhoff)

  • Gaysport: Application status updated for DEP.
  • East Side: Funding request status provided.

Blight Committee Update (Mr. Kitt)

  • Seeks community input.
  • Adopted 8 criteria to identify blighted properties.
  • Leydig Hardware participating in paint donation program — volunteers paint homes awarded grants.

Comprehensive Plan Committee Update (Mr. Holodnik)

  • Status update on comprehensive plan revision underway.

2025 Stone & Blacktop Contracts Awarded

  • Bids opened April 29, 2025.
    • Stone: Low bid from Hawbaker → Contract awarded.
    • Blacktop: Low bid from Grannas Brothers → Contract awarded.
    • Motion to approve awards by Kalista, seconded by Ketner → Passed unanimously (6–0).

Resolution No. 2025-15: Denial of COA for 1011 Allegheny Street

  • Motion by Kalista, seconded by Ketner → Passed 5–1.

Resolution No. 2025-16: America 250 PA

  • Motion by Kalista to pass — vote outcome not yet recorded in these minutes.
