Borough Council Meeting Minutes - May 14

Meeting Overview

The Borough Council convened on Thursday, May 14, 2026, at 7:00 PM in the Council Chambers. The meeting was called to order by Council President Sean Burke. A quorum of council members was present, including Vice President Brady Leahey, David Jacobs, Clay Gingrich, and William Kitt.

Resolutions and Approvals

The council approved several key resolutions during the session:

• Land Development Plan (Resolution 2026-21): The council approved a land development plan for the Great Commission School located at 77 Bedford Street, Hollidaysburg. Public comment was heard in support of the plans from Regis Nale and Shawn Leydig.
• Consent Agenda (Resolution 2026-20): The council approved Bill List Number 4 totaling $190,524. 13 and four Certificates of Appropriateness for properties on Allegheny, Front, and Walnut Streets.
• Parking Committee Updates: A motion was passed to approve parking committee recommendations, which include increasing ticket costs to $20. 00 and setting the hourly parking rate at $1. 00.
• Materials Contracts: The council awarded the 2026 stone materials contract to Grannas Brothers and the blacktop materials contract to New Enterprise, both identified as the lowest bidders.
• Bedford Street Easement: The council approved an easement agreement with the Blair County Conservation District.

Infrastructure and Public Works

Several updates regarding infrastructure projects were provided by Borough Manager Ethan Imhoff:

• Stormwater Mitigation: Phase II environmental study field work is complete for the Gaysport project, and tree removal will begin shortly. Additionally, a grant has been received for the East Side Stormwater project to fund sidewalks and traffic calming.
• Street Improvements: Manager Imhoff reported that a transportation program and street scape improvement project valued at $1. 5 million has been approved.
• Stop Signs: The council discussed stop signs at three intersections and authorized a traffic study for a potential stop sign at Allegheny Street and Bella Street.
• Stormwater Study: A motion was passed to advertise bids for a comprehensive Stormwater study (MS4 Operations).

Public Safety and Code Enforcement

• Dangerous Structures: The council authorized a dangerous structure investigation for 714 N. Juniata Street. A show cause hearing was recommended for a dangerous structure at 201 Walnut Street.
• Police Department: Chief Richard Oldham provided a May update and discussed the Civil Service eligibility list for police officers. A motion was passed to advertise positions with an incentive for the Hollidaysburg Police Department.
• Blight Committee: Mr. Kitt reported that the Blight Committee met with legal counsel regarding the Vacant Property Ordinance and plans to introduce it next month.

Personnel and Community Updates

• Resignation: Councilman Clay Gingrich announced his resignation from the council within the next several months due to purchasing a home outside the borough.
• Public Comment: Residents provided updates on local services, including the American Legion Ambulance Service and street sweeping. Regis Nale also spoke regarding the Stormwater and Sewer Authority.
• Mayor’s Report: Mayor Chad Repko reminded residents about speeding and proposed a Bicycle Committee.
