Borough Council Meeting Minutes Summary Date: Thursday, March 13, 2025 Time: 7:00 PM – 8:00 PM Location: Council Chambers, Hollidaysburg Borough Attendees Present: Vice President Brady Leahey, Jeffrey Ketner, David Jacobs, Clay Gingrich, Walter Kalista III, William Kitt Also Present: Borough Manager Ethan Imhoff, Secretary Patricia J. Duron, Solicitor Nathan Karn, Mayor Joseph Dodson, Finance Director Stacy Wert, Chief Christopher Storm, Director of Community Development Andrew Holodnik Absent: President Sean Burke, Director of Community Relations and Events Melanie Ramsey, Fire Marshal Amy Hazlett Call to Order & Pledge Meeting called to order at 7:00 PM by Vice President Leahey. Pledge of Allegiance led by VP Leahey, followed by a moment of silence. Approval of Previous Minutes February 13, 2025 minutes approved unanimously (6 votes in favor). Reports Summary Manager’s Report (Ethan Imhoff) Met with PVFD regarding demolition of borough-owned houses and creation of a new facility — update expected at April meeting. County of Blair parking garage repairs: June–November 2025. Immediate burn ban announced for the Borough. Finance Director Report (Stacy Wert) Report included in packet; no additional comments. Director of Community Development Report (Andrew Holodnik) Presented February report. Reminded residents: Do not place signs in right-of-way; check permits before starting projects. Chief of Police Report (Christopher Storm) Presented February report. Mayor’s Report (Joseph Dodson) Thanked Police Department. Announced donation for AED units for police cars. Public Comment Shaun Leydig (407 Beaver St): Praised snow plowing and Gaysport detention pond project. Elda Boose (141 Bedford St): Thanked all involved in getting Gaysport Stormwater Management project out for bid. George Foster (709 Allegheny St): Discussed Resolution No. 2025-11 (Tourism Promotion Agency); thanked Blair County Commissioners. Open Agenda Items Mr. Kitt: Asked about street sweeper — VP Leahey confirmed operation begins in April. Clay Gingrich: Discussed Gaysport stormwater project. Resolutions & Motions Passed Resolution No. 2025-8: Consent Agenda a) Approved Bill List Number 3 — $390,852. 73 Motion by Gingrich, seconded by Jacobs — passed 6–0. b) Appointed Ethan Imhoff as Voting Delegate to PSAB Conference Motion by Kitt, seconded by Gingrich — passed 6–0. c) Approved Certificate of Appropriateness (COA) for window replacement at 414 Wayne Street (Jess H. Wright & Carolyn Weber Wright) Conditions imposed; applicants agreed to comply. Motion by Kitt, seconded by Gingrich — passed unanimously (6–0). Resolution No. 2025-9: Land Development Plans at 305 Loop Road (Hollidaysburg Borough Public Works Building) Approved plans — motion by Kalista, seconded by Kitt — passed 6–0. Resolution No. 2025-10: Lot Merge for Blair County Genealogical Society (431 Scotch Valley Road) Approved lot merge — motion by Gingrich, seconded by Ketner — passed 6–0. Resolution No. 2025-11: Tourism Promotion Agency (TPA) Councilmen Gingrich and Kitt recused themselves from discussion/voting. Mr. Carl Crider spoke against decertification of Explore Altoona. Blair County Commissioner Amy Webster spoke in favor. Motion by Kalista, seconded by Jacobs — passed 4–0 with two abstentions. Dangerous Structure Investigation Address: 818 N. Montgomery Street Holodnik presented info on deteriorating condition under Dangerous Structure Ordinance. Motion to initiate investigation made by Kitt, seconded by Kalista — passed unanimously (6–0). Adjournment Meeting adjourned at 8:00 PM by VP Leahey, following motion by Kitt, seconded by Gingrich.
