Borough Council Meeting Summary (June 12, 2025)

The Hollidaysburg Borough Council met on Thursday, June 12, 2025, at 7:00 PM in the Council Chambers. Vice President Brady Leahey called the meeting to order.

Attendance

  • Present: Vice President Leahey, Jeffrey Ketner, David Jacobs, William Kitt.
  • Also Present: Borough Manager Ethan Imhoff, Solicitor Nathan Karn, Finance Director Stacy Wert, Police Chief Christopher Storm, Fire Marshal Amy Hazlett, Director of Community Relations and Events Melanie Ramsey, Mayor Joseph Dodson (via phone), Borough Secretary Patricia J. Duron.
  • Absent: Councilman Walter Kalista, III and Councilman Clay Gingrich.

Key Decisions & Updates

Minutes Approval

  • The minutes from the May 8, 2025 meeting were approved unanimously.

Public Hearing: Conditional Use Application (208 Union Street)

  • A hearing was held for Citrine Holistic Canine Parlor to operate at 208 Union Street.
  • Decision: The Council voted unanimously to authorize Solicitor Nathan Karn to prepare a resolution approving the conditional use for consideration at the July 10, 2025 meeting.

Reports

  • Manager’s Report: Mr. Imhoff discussed the gas company project status and congratulated Mayor Dodson on receiving the "Mayor of the Year Award." He also recognized Nichole Nagle from the ambulance service for their recent activities report.
  • Finance Director Report: Ms. Wert’s report was included in the meeting packet; she had no additional comments.
  • Community Development Report: Mr. Holodnik presented the May monthly report.
  • Community Relations & Events Report: Reported on the community cleanup, Farmers Market, and scheduled summer events.
  • Chief of Police Report: Chief Storm presented the May monthly report.

Stormwater & Committee Updates

  • East Side Stormwater: Mr. Imhoff provided an update on funding requests for this project.
  • Blight Committee: Mr. Kitt reported that the committee is seeking community input and has adopted criteria to identify blighted properties based on eight deficits. Leydig Hardware is donating paint for a volunteer painting program at borough parks.
  • Comprehensive Plan Committee: Mr. Holodnik reported the committee is moving forward with the plan update.

Dangerous Structures Updates

  • 818 North Montgomery Street: An investigation found a family member has a sales offer on the property. The Council unanimously voted to schedule a show cause hearing.
  • 316 Allegheny Street: No communication from the owner was received. The Council unanimously voted to schedule a show cause hearing.

Ordinances Adopted

  • Ordinance No. 915 (Local Limits): Mr. Hicks explained this as a re-evaluation of local limits. The ordinance was adopted via roll call vote (all present members voted yes).
  • Ordinance No. 916 (Permitted Parking Expansion): A motion was made by Mr. Leahey and seconded by Mr. Kitt. The ordinance was adopted via roll call vote (all present members voted yes).
