Meeting Overview The Borough Council of Hollidaysburg held its regular meeting on Thursday, June 11, 2026, at 7:00 PM in the Council Chambers. President Sean Burke called the meeting to order. Attendance: Present: Council members Sean Burke, Brady Leahey, Jeffrey Ketner, David Jacobs, and Clay Gingrich. Absent: Council members Walter Kalista III and William Kitt. Staff Present: Solicitor Nathan Karn, Finance Director Stacy Wert, Chief Richard Oldham, Director of Community Development Andrew Holodnik, Mayor Chad Repko, Borough Secretary Sara L. Williams, Public Works Director/Fire Marshal Amy Hazlett, and Director of Community Relations Melanie Ramsey. Council Business & Resignations Resignation of Clay Gingrich: Councilman Gingrich formally read his resignation letter, effective immediately (June 11, 2026), due to his family moving out of the Borough. He recommended Stephanie Wertz for Ward 3. The motion to accept his resignation passed 4-0. Approval of Minutes: The minutes from the May 13, 2026 meeting were approved unanimously (5-0). Financial & Administrative Resolutions The Council passed several resolutions, mostly unanimously (5-0): Resolution No. 2026-22: Approved Bill List Number 5 totaling $174,109. 90 and Certificates of Appropriateness for 606 Mulberry Street and 714 Allegheny Street. Resolution 2026-23: Approved the Disposition of Municipal Records. Resolution 2026-24: Accepted a bid for the codification of Borough Ordinances. Resolution 2026-25: Endorsed the Blair County Hazard Mitigation Plan Update. HPD K-9 Policy: Approved an addition to the Police Department's K-9 policy. Public Comment Highlights Residents addressed the council regarding various local issues: Street Closures: Mark Zearfaus and Pastor Vincent Eilenberger (Hollidaysburg Alliance Church) spoke regarding a Street Closing Application, which was denied. Donations: Shawn Leydig proposed a donation to the Blair County courthouse clock project. Traffic Studies: Regis Nale discussed traffic studies on Bella Street and the associated expenses. Vacant Property Ordinance: Director Holodnik confirmed the ordinance is ready for approval in July, with a public meeting scheduled for August to gather resident recommendations. Stormwater Mitigation: GAI consultants completed the Phase II environmental report for Gay Sport, concluding the site is not eligible for the National Register. 714 N.
