Borough Council Meeting Minutes - January 11, 2022 Meeting Details: Date: Tuesday, January 11, 2022 Time: 6:00 PM – 6:20 PM Location: Council Chambers, Borough Municipal Building (401 Blair Street, Hollidaysburg, PA) Type: Special Session Attendance: Present (Quorum): Joseph A. Pompa (President), James Mielnik, Michelle Baker, Brady Leahey. Staff Present: James Gehret (Borough Manager), Gerald Harbison (Director of Planning, Zoning & Code Enforcement), Nathan Karn (Solicitor), Jo Nell Snider (Stenographer). Absent: Council Members Jeffrey Ketner, Sean Burke, and Walter Kalista, III. Agenda Item #4: Public Hearing (Conditional Use) The council held a public hearing regarding a conditional use application for an esthetician business. Applicant & Property: Applicant: Bianca Perini Location: 211 Penn Street, Hollidaysburg, PA. Proposed Use: Medical esthetician business operating on the first floor of the building. Zoning: Residential/Business (RB) Zoning District. Key Testimony & Findings: Property Ownership: The application was amended to correctly identify Brush Mountain, LLC as the property owner (Matt Stopp is a partner). Advertising: The hearing was advertised in the Altoona Mirror on December 28, 2021, and January 3, 2022. Planning Commission: Recommended approval on December 7, 2021, finding the applicant met General Standards and Criteria for Conditional Uses (Zoning Ordinance Section 403). Historic Architectural Review Board (HARB): Determined HARB review was not required for the use itself, but Ms. Perini must obtain approval for her business sign from HARB. Business Operations: Hours: Monday–Friday, 9:00 AM to 5:00 PM (weekend hours undecided). Parking: Twelve (12) off-street spaces accessible from Mulberry Street and a side alley. Utilities: Connected to borough public water and sanitary sewerage. No building expansions or additional exterior lighting proposed. Exhibits Admitted to Record: Conditional Use application (amended for Brush Mountain, LLC). Altoona Mirror Proof of Publication. Zoning Officer Certification of Property Posting. December 8, 2021 Hollidaysburg Borough Planning Commission recommendation. Council Decision & Next Steps Decision Timeline: The council must issue a written decision within 30 days (by February 10, 2022). Extension: Due to potential inclement weather affecting the February 10th meeting, Solicitor Karn requested an extension until the end of February 2022. Ms. Perini agreed to this extension. Council Consensus: Council members expressed positive views and directed Solicitor Karn to prepare a Resolution with special conditions of approval for consideration at the next meeting. Voting Requirements: Only council members who participated in this hearing can vote on the Resolution. Although Council Member Baker may be absent on February 10th, a quorum of three participating members is sufficient to take action.
