Borough Council Meeting Summary (December 11, 2025)

The Hollidaysburg Borough Council held its regular meeting on Thursday, December 11, 2025, at 7:00 PM in the Council Chambers. President Sean Burke called the meeting to order after an Executive Session focused on litigation and personnel matters.

Attendance

A quorum was present, including Council members Sean Burke (President), Brady Leahey (Vice President), Jeffrey Ketner, David Jacobs, Clay Gingrich, Walter Kalista III, and William Kitt. Also in attendance were Borough Manager Ethan Imhoff, Solicitor Nathan Karn, Finance Director Stacy Wert, Chief Christopher Storm, Community Development Director Andrew Holodnik, Mayor Chad Repko, and Borough Secretary Patricia J. Duron. Fire Marshal Amy Hazlett and Community Relations Director Melani Ramsey were absent.

Key Reports

  • Manager’s Report: Mr. Imhoff updated the council on meter parking rates and announced that the Reorganizational Meeting will be held on January 5, 2026.
  • Finance Director Report: Ms. Wert had no additions to her report.
  • Community Development Report: Mr. Holodnik presented his November report and discussed local businesses.
  • Chief of Police Report: Chief Storm presented the November report.
  • Mayor’s Report: Mayor Repko presented two proclamations honoring Chief Storm and Borough Secretary Patricia Duron for their upcoming retirements.

Resolutions and Appointments

The Council approved several motions regarding personnel changes and funding:

  • Resignations Accepted: The resignations of Chief Christopher Storm (effective January 2, 2026) and Borough Secretary Patricia J. Duron (effective December 31, 2025) were accepted.
  • New Appointments:
    • Sara Williams was appointed as the new Borough Secretary and Open Records Officer.
    • Sgt. Richard Oldham was appointed as Acting Chief of Police effective January 3, 2026.
  • Contract Approval: The Borough Manager’s contract for the 2026–27 term was approved.

Financial and Administrative Updates

  • Tax Millage Rates: Ordinance 919 regarding tax millage rates was passed unanimously.
  • Blight Elimination Funding: The Council allocated $45,000 in 2024 CDBG funds for blight mitigation. These funds will be used to remediate properties at 316 Allegheny Street and 425 Beech Street.
  • Parking Expansion: Ordinance 919 regarding residential parking expansion was passed unanimously.
  • Remediation Plan: A motion to accept an auctioneer contract for the remediation of 316 Allegheny Street was passed.
  • Electronic Agenda: The Council discussed using a program called "board docs" for electronic meeting agendas; Mr. Leahey will review the pros and cons.
